Common Projects

The Commission has established the Policy level of the SESAR deployment governance. The first tasks addressed at this level were the development of the Common Project and the setup of the Deployment Manager. The work on both tasks ran in parallel, however, the intention was to adopt a first Common Project, which will serve as a concrete basis on which the relevant operational stakeholders can setup the partnership including the Deployment Manager and develop the Deployment Programme to implement it.

The Common Projects identify the essential ATM functionalities in the ATM Master Plan that, having completed their research, development and validation cycle through the work of the SESAR JU, have demonstrated their readiness for deployment and to produce benefits if deployed in synchronisation.

In accordance with Reg. (EU) 409/2013 , the adoption of the common projects follows three steps :

  1. Setting the content
  2. Stakeholder consultation and endorsement
  3. Institutional consultation and adoption

The Pilot Common Project

The Commission adopted on 27 June 2014 the Regulation (EU) 716/2014 , making binding the implementation of the six first ATM functionalities, constituting the first Common Project, referred to as the "Pilot Common Project" (PCP):

  1. Extended Arrival Management and Performance Based Navigation in high density TMAs, which is expected to improve the precision of approach trajectory as well as to facilitate traffic sequencing at earlier stage, thus allowing to reduce fuel consumption and environmental impact in descent/arrival phases;
  2. Airport Integration and Throughput, which is expected to improve runway safety and throughput, ensuring benefits in terms of fuel consumption and delay reduction as well as airport and airspace capacity;
  3. Flexible Airspace Management and Free Route, which enable a more efficient use of airspace, thus providing significant benefits linked to fuel consumption and delay reduction;
  4. Network Collaborative Management, which is expected to improve the quality and the timeliness of the network information shared by all ATM stakeholders, thus ensuring significant benefits in terms of ANS (Air Navigation Service) productivity gains and delay cost savings;
  5. iSWIM (initial System Wide Information Management): ground-ground integration and aeronautical data management & sharing, which consists of a set of services that are delivered and consumed through an IP-based network by SWIM enabled systems, enabling significant benefits in terms of ANS productivity;
  6. Initial Trajectory Information Sharing: air-ground integration towards i4D with enhanced Flight Data Processing performances, which is expected to improve predictability of aircraft trajectory for the benefit of both airspace users, Network Manager and ANSPs implying less tactical interventions and improved de-confliction situation. This would have a positive impact on ANS productivity, fuel saving and delay variability.

The Pilot Common Project review exercise

On 28 April 2020, DGMOVE presented the results of its review of the pilot common project and its plans to move out of the pilot phase of to a more mature and effective “Common Project n° 1” at the webinar: “from PCP to CP1”       

Deployment Manager & Deployment Programme

The Deployment Manager shall be responsible for the SESAR management level. It has been selected by the Commision on 5th December 2014 and has two main roles:

Responsible for the Management level

  • Develop, maintain & implement the Deployment Programme
  • Ensure management of risks & conflict of interest
  • Advise the Commission on setting up & implementing Common Projects
  • Associate the operational stakeholders (including military)
  • Ensure synchronisation of projects
  • Identify other financing mechanisms
  • Report to the Commission
  • Ensure coordination with National Supervisory Authorities
  • Make appropriate cooperative arrangements with the Network Manager, the military, the SESAR JU
  • Seek assistance from the manufacturing industry

Coordinator of the Framework Partnership

  • Implement & monitor the action plan
  • Intermediary for all communications between the partners & the Commission
  • Obtain, verify & supply all required documents & information to the   Commission/INEA
  • Make appropriate arrangements for providing financial guarantees required under the FPA (Framework Partnership Agreement) or a SGA (Specific Grant Agreement)
  • Establish requests for payment
  • Ensure that all payments are made to the partners
  • Provide all necessary documents for checks & audits

The Deployment Manager delivered a preliminary Deployment Programme that shall be used as reference for the first Implementation projects and serve as basis to deliver a full Deployment Programme by end June 2015.

This Deployment Programme shall provide a comprehensive and structured work plan of all activities necessary to implement technologies, procedures and best practices required to implement common projects.
