Delegations of the European Commission and Mexico signed on 15 December 2010 in Brussels a Horizontal Aviation Agreement which will restore legal certainty to the bilateral air services agreements between Mexico and 12 EU Member States.


The agreement will remove nationality restrictions in the bilateral air services agreements between EU Member States and Mexico. It will modernise the legal framework for air services between Mexico and the EU and establish for the first time a direct legal relationship between Mexico and the EU in the field of civil aviation.

This agreement will allow any EU airline to operate flights between Mexico and any EU Member State where it is established and where a bilateral agreement with Mexico exists and traffic rights are available. It does not replace the bilateral agreements but adapts them to bring them into line with EU law.

It constitutes an important step towards further strengthening the aviation relations and will encourage traffic between the EU and Mexico.
