International aviation: Kyrgyz Republic

On 1 June 2007, the Minister of Transport and Communications of the Kyrgyz Republic, Mr Sulaimanov, Ambassador Dr. Witt, representing the German Presidency, and Mr Ruete, Director General for Energy and Transport in the European Commission, signed an aviation agreement which restores legal certainty for the bilateral air services agreements between the Kyrgyz Republic and EU Member States. The agreement entered into force on 28 April 2008.


The agreement removes nationality restrictions in the bilateral air services agreements between EU Member States and the Kyrgyz Republic. Therefore, it allows any EU airline to operate flights between the Kyrgyz Republic and any EU Member State where it is established, and where a bilateral agreement with Kyrgyzstan exists and traffic rights are available.

At the same time, Mr Ruete and Mr Sulaimanov signed a "Joint Statement". This statement highlights the importance of aviation safety and the need for functioning and stable aviation authorities to ensure safety oversight. Both sides agreed to increase cooperation in the field of aviation and considered the agreement and the statement as a promising base for future cooperation.
