How to request access to Commission documents

  • Please note that some documents of the Commission may be covered, in whole or in part, by the exceptions to public access defined in Regulation 1049/2001. In some cases, a general presumption of non-accessibility has been recognised by the EU Courts and may be used by the Commission to refuse access, in particular for documents forming part of the following procedures: pending infringements, State aids, merger and cartel investigations and pending court cases, bids submitted by tenderers, exchanges with national competition authorities and OLAF investigations.
  • All your data is handled in conformity with the provisions and requirements of the data protection Regulation (EU) 2018/1725.
  • We reserve the right to refuse to deal with your request in case of incomplete or incorrect data in the above electronic form.

The register contains references to Commission documents (both published and unpublished) produced since 1 January 2001.

For published documents, a link is provided to the full text in - for example - EUR-Lex,a database containing draft legislation (COM documents), legislation in force and EU Official Journals from 1998.

To obtain a copy of a unpublished document listed in the register, click on the box underneath the document reference, complete the online form and send it to us. You should always begin by searching for your document in the register.

If you are unable to find the document you are looking for in the register, you can complete another form, describing the document you are looking for, and send it to us.

All personal data made available to the Commission are treated in strict accordance with the rules set out in Regulation (EU) 2018/1725 on the protection of natural persons with regard to the processing of personal data.
