In what situation can I claim?

You may be entitled to assistance and care allowance and personal disability allowance if you are a Croatian national with a permanent residence in Croatia, or a foreign national or stateless person with a permanent residence permit in Croatia.

These entitlements can also be claimed by a foreign national under subsidiary protection, a foreign national with human trafficking victim status, an asylum grantee and members of their family who are legally residing in Croatia.

What conditions do I need to meet?

If you cannot satisfy your basic living needs yourself and require the assistance and care of another person, you may be entitled to assistance and care allowance. In other words, if you need help in organising your food, preparing and eating meals, buying groceries, cleaning and housework, dressing and undressing, taking care of personal hygiene and carrying out other basic living needs.

You are entitled to assistance and care allowance if your monthly income does not exceed HRK 1,250.00 (EUR 166.00) and if the average monthly income of the members of your household does not exceed HRK 1,000.00 (EUR 133.00) in the 3 months prior to submitting your application to claim this allowance. There are also other conditions.

If you have a severe disability or other severe, permanent change in your health, you may be entitled to personal disability allowance so you can satisfy your living needs and ensure your participation in everyday community life.

What am I entitled to and how can I claim?

Assistance and care allowance

If you have a severe disability, permanent and severe changes in your health or you are blind, deaf or deafblind and unable to live and work independently, you may claim assistance and care allowance. In such cases, you are entitled to assistance and care allowance of HRK 600.00 (EUR 80.00).

If you are blind, deaf or deafblind and are able to live and work independently, or if you are incapacitated, you can claim assistance and care allowance at a lower amount. In these cases, you are entitled to assistance and care allowance of HRK 420.00 (EUR 56.00).

Personal disability allowance

If you do not have your own income, you may claim personal disability allowance in the amount of HRK 1,500.00 (EUR 200.00) a month. This amount will decrease if you have income.

Entitlement to assistance and care allowance and personal disability allowance is received through the social welfare centre in your place of residence.

Jargon busters

  • Permanent residence is the place and address in Croatia at which a person has permanently settled for the purpose of exercising their rights and obligations associated with their life interests, such as family, professional, economic, social, cultural and other interests.
  • Temporary residence is the place and address in Croatia where a person is temporarily residing, but has not permanently settled at that address. Temporary residence is registered if it will last longer than 3 months.
