This toolkit provides concrete guidance and tools for PES to develop key components of performance management (PM) systems from scratch, or to review and refine existing systems – taking account wider organisational and contextual factors. It aims  to inform PES of tools and processes that can be used, whether they are at initial design and implementation, or further down the line at re-design stage.
