European Alliance for Apprenticeships - Assessment of progress and planning the future - Annexes

The EAfA is part of the EU’s strategy to tackle high youth unemployment and to provide the skills that are needed to ensure sustainable growth and jobs. It is supported by a Joint Declaration and Council Declaration that emphasised the need to improve the supply, quality and image of apprenticeships across Europe. Steered by the European Commission, supported by Cedefop and the European Training Foundation (ETF), the EAfA is a multi-stakeholder platform for knowledge sharing, networking and exchange of good practices. It is based on voluntary commitments from participating governments and from a large scale of stakeholders.

The aim of this study is to assess the achievements and impact of the EAfA at the level of the national commitments, pledges as well as the EAfA support activities since its launch in 2013. Through consultation with government representatives and a range of key stakeholders, the study provides key recommendations on how to further develop the EAfA in order to maximise its benefits. It proposes a methodology for a ‘light’ monitoring of the national commitments and pledges under the EAfA. Quality examples of good practices in the implementation of national commitments and pledges will also be collected through the EAfA monitoring framework. Procedures aimed at re-engaging non-active members have also been incorporated into the EAfA monitoring framework.
