A wealth of evidence has just been collected and analysed by the European Commission, to identify the trends that are shaping the future: that of the world of work; and that of the vocational education and training systems in the EU Member States.
This issue of Social Agenda is based on two sources. One is the 2018 edition of the Economic and Social Developments review, which came out in July 2018. It focuses on the impact of technological transformation on the employment and social situation.
The other is the concluding conference of a three-year project on the changing nature and role, since 1995, of vocational education and training in the EU plus Iceland and Norway, carried out by Cedefop (European Centre for the Development of Vocational Training). This conference took place in November during the central EU-level event of the European Vocational Skills Week.
With a key question running like a red thread from one article to another: how best to empower people in the face of a changing world of work?
External Evaluation of the European Training Foundation
This evaluation of the European Training Foundation (ETF) analyses the coherence, efficiency and cost-effectiveness of the organisation, as well as providing insights as to the effectiveness and added value of its activities. The report shows that ETF effectively shapes the course of vocational education and training developments in partner countries although steps could be taken to further improve effectiveness in certain areas. Proposals are presented for a new intervention logic, as well as general recommendations for the improvement of the agency's functionality.
Study on the implementation of the autonomous framework agreement on harassment and violence at work – Final report
On 26 April 2007, the European social partners BUSINESSEUROPE, UEAPME, CEEP and ETUC signed an autonomous framework agreement on violence and harassment at work which requires that the member federations of signatory parties cooperate on the improvement of working conditions by establishing and promoting mechanisms to identify, prevent and manage problems of harassment and violence occurring at the workplace. This study and annexes provide an assessment of the implementation of the agreement at national level, while taking into account the procedures and practices specific to management and labour in each country, as well as information on the extent of the phenomenon across Europe.

Considering the important role that social dialogue plays for the European social model by promoting competitiveness, fairness, economic prosperity and social well-being, the European Commission is working to promote social dialogue across the EU. At the heart of this effort is the ‘new start for social dialogue’, a joint endeavour by EU institutions and social partners that aims to further strengthen social dialogue at the EU and national levels.
