The European Alliance for Apprenticeships is a multi-stakeholder initiative steered by the European Commission. The originator of the pledge is solely responsible for implementing the actions outlined in the pledge.

Description of the Pledge:

The Norwegian National Council for VET pledges to share information on economic and socio economic outcomes of VET organised as tripartite cooperation (based on the Nordic model of tripartite co-operation).

The Norwegian National Council for VET will focus its information sharing in particular on:

  •  effects on national economy
  •  effects on quality of VET
  •  effects of labour market relevance of VET

All these are factors that have impact on the success of high quality apprenticeships.

The Norwegian National Council for VET furthermore pledges to share

  • experience from the Norwegian (tripartite) alliance for apprenticeships, including indicators on input and output
  •  experience-based research on training offices  and their adaptation for high quality apprenticeships in SMEs
  •   impact of surveys on pupils’ and apprentices’ learning environment

The Norwegian National Council for VET will disseminate experience on request. European partners are welcome to contact the Norwegian National Council for VET for cooperation and mutual learning. The Norwegian National Council for VET will furthermore contribute to sharing information about the European Alliance for Apprenticeships in their respective organisational networks.

Pledged to improve the quality of apprenticeships

The Norwegian National Council for VET (SRY) is the partner. The Norwegian National Council for VET is composed of representatives from the following organisations:

  •  The Norwegian Confederation of Trade Unions (LO)
  •  Confederation of Vocational Unions (YS)
  •  Virke, the Enterprise Federation Norway
  •  The Employers’ Association Spekter
  •  The Norwegian Association of Local and Regional Authorities (KS)
  •  Union of Education Norway (Utdanningsforbundet)
  •  School Student Union of Norway (EO)
  •  The Ministry of Education and Research
  •  The Ministry of Local Government and Modernisation.


  •  The National Centre for International Cooperation in Education (SIU)
  •  The Ministry of Trade, Industry and Fisheries are observers in the Council.
