Provincia autonoma di Trento strongly believes on the value of apprenticeship as a tool to stimulate and extend opportunities for youngsters to gain employment, to boost a “learning by doing” experience and thus promoting innovation in educational approach. In this framework, Provincia autonoma di Trento has been fostering the attractiveness of apprenticeships through the launch of different measures, initiatives and projects.

PAT is strongly involved in the EUSALP macro-regional strategy which is an integrated framework endorsed by the European Council to address common challenges faced by the Alpine countries who thereby benefit from strengthened cooperation. The EUSALP strategy  provides an opportunity to improve cooperation in the Alpine States as well as to identify common goals and implementing these more effectively through transnational collaboration.

One of the main goals of the EUSALP strategy coordinated by Action Group 3 (lead by Provincia autonoma di Trento),  is to establish a common macro-regional educational space aiming at fostering the dual education approach, where vocational professions and their related certificates are reciprocally acknowledged.

The 1st Forum on Dual Education in the Alpine Region (October 2017), organised in Trento by AG3, back to back with the GECT Euregio Tirolo-Alto Adige-Trentino, offered the floor to representatives from politics, administration, education and businesses to share experiences, discuss best practice examples, start networking and shape future proposals to boost dual education in the Alpine Space and further.
Thanks to an agreement signed with the Ministry of Labor and Italia Lavoro S.p.A., Autonomous Province of Trento participated in the Fixo project (Training and Innovation for Employment) aiming at harmonizing the needs of companies and VET training institutions,  within the framework of the Youth Guarantee programme.

The project  intended to offer new employment opportunities to youngesters and to facilitate the transition from the world of education to the labour market. In accordance with the Jobs Act decrees and with the Law 107/2015 (La “Buona Scuola”), the Fixo project  improved and qualified guidance and placement services (offering support to 1000 secondary schools and to 75 Italian universities) and promoted apprenticeships, mainly addressing about 300.000 NEET, and activating fruitful collaborations with local companies.

The autonomous province of Trento coordinated the SWORD - School and Work Related Dual Learning project, a 3 years ERASMUS+ project (2015-2017), that focused on the transition from school and training pathways to the labour market. During the SWORD project several issues have arisen and among them two are of crucial importance: the need to boost attractiveness of dual education and the need for further orientation of youngsters towards the different educational and training paths, including apprenticeships.

The recent Provincial Law 10/2016 defines the general objectives of the training process and the standards to be achieved during the apprenticeship contract, in compliance with national standards (as for Job Acts Law 183/2014 and related implementing Decrees).

A Bilateral Agreement has been signed by the Province with the Social Partners (August 2016) regarding apprenticeships for the qualification and the professional diploma, the diploma of upper secondary education and the certificate of higher technical specialization.

Access to the apprenticeships is allowed to all the figures defined in the “provincial repertoire for the qualification and professional diploma courses” (Resolution of the provincial council n.1938 of 19 August 2016)

The aims of the Bilateral Agreement are:

  • - to implement the Ministerial Decrees with the aim of relaunching the first and third level apprenticeship, also in order to reduce school and university dispersion;
  • to broaden the training offer and at the same time strengthen the link between the school and work environment;
  • to enable young people to acquire qualifications useful for targeted integration into the labor market;
  • activate quality contractual forms focused on the combination of study / work and on the enhancement of learning in the work context.

The Autonomous Province of Trento commits itselfs to further exploit and improve the quality and attractiveness of apprenticeship through the launch of new measures and supporting actions by:

  • raising awarenees, promoting discussion and exchanging experiences and best-practices on  apprenticeship in meeting with social partners, stakeholders, VET organisations, SMEs, employers
  • disseminating the benefits of apprenticeship schemes to different targets (youngsters, parents, employers)
  • encouraging the adoption of high-quality apprenticeship schemes in the local companies
  • promoting training and skills development in apprenticeship at different levels
  • participating to new project proposals devoted to apprenticeship
  • fostering networking and the sharing of best-practices

In details, tn the framework of the EUSALP macroregional strategy, the Autonomous Province of Trento intends to further develop connections and collaborations with the stakeholders in dual education, in particular through the AG3 members.

A project proposal has been recently submitted under the INTERREG Programme called DuALPlus - Increasing the attractiveness of dual education for skilled crafts and trades in the Alpine Space

New edition of the Forum on Dual Education in the Alpine Space will be organised, and further project proposals will be submitted under different EU Programmes (such as ERASMUS+, ERASMUS PRO, etc)  to further analyse the dual education approach, to better exploit the results achived in the SWORD proposal and launch new apprenticeship schemes and mobility actions.

The Autonomous Province of Trento has defined a “European roadmap for apprenticeships and traineeships”: several meetings have been (and will be) organised with European agencies/organisations/institutions available to offer apprenticeships' and traineeships' mobility schemes to students coming from Trentino. Agreements will be signed in order to  define a detailed programme of educational activities.

A new agreement is in the process to be signed by Autonomous Province of Trento with the  Ministry of Labor and ANPAL Servizi S.p.A in order to foster dual education and jointly launch new projects to boost apprenticeship.

All these initiatives and further actions will be financially supported by the recently approved provincial Financial Law (for the year 2018) that allocated funds to guarantee incentives to those local SMEs and VET organisations that will adopt apprenticeship schemes.

Short company / organisation description:

The Autonomous Province of Trento, together with the Autonomous Province of Bolzano, makes up the Trentino - Alto Adige Region. Both the Trentino – Alto Adige Region and the two Trento e Bolzano Provinces are granted special autonomy by Italian law and the Special Autonomy Statute has been approved as a constitutional law.

By virtue of the special Statute signed in 1972, Autonomous Province of Trento government competencies are wider than those of other Italian ordinary regions: Autonomous Province of Trento enjoys a very wide political, legislative, administrative and financial autonomy in all the most important fields of public government, including education and training.

The Knowledge Department of the Autonomous Province of Trento is responsible for planning, programming and implementing the regional educational policy.

The Department is active in the field of education (pre-primary, primary, middle and high-school), training (VET and any school-work alternate activities), university and research.
