ESF Monitoring FAQ | 2021 Support Materials MS

END OF SERVICE: the ESF Data Support Centre is terminated on 2 February.

 

The ESF Data Support Centre was established to assist the Member States and the EC to fulfil the monitoring and reporting requirements for the 2021-2027 ESF+ shared management programmes and thereby to contribute to improving the quality and reliability of the data for the ESF+ common and programme-specific indicators.

HOW CAN WE HELP?

The ESF Data Support Centre provides:

  • Methodological support on monitoring requirements.
  • Guidance regarding the collection, validation, storage and processing of common and programme-specific monitoring indicators data
  • Open space for discussion among Member States on monitoring activities and for exchange of good practices via the ESF+ Data Network meetings

Schematic examples on ESF+ target setting

This issue paper by the ESF Data Support Centre provides schematic examples on target setting in ESF. It shows the role assumptions play in the estimation of the target. It offers some alternative ways in taking into account the uncertainty the COVID crisis introduces in planning.

Background note on target setting

The aim of the note is to promote a common understanding of target-setting methodologies for ESF+ programmes. It also seeks to encourage discussion and shared learning in the process of identifying relevant indicators for which a target should be set as well as methodological choices to be applied in defining them.
It includes some examples and advice for managing authorities on how to ensure the use of sound methodologies to set realistic targets as well as suitably document them.

Background note on programme-specific indicators

The note aims to support building a common understanding of programme-specific indicators for ESF+ programmes. It provides some practical indications on when and how to select such indicators.
It builds on the requirements set by the Common Provision Regulationand the ESF+ Regulation, further explained in the Common Indicator Toolbox, as well as on the experience gained through the Data Support Centre. It includes some examples and advice for managing authorities on how to ensure that programme-specific indicators are fit for purpose.
