Programme description

The British overseas territory of Gibraltar will target ESF investments at young jobseekers, the long-term unemployed and those currently outside the system

The ESF operational programme (OP) for the UK’s overseas territory of Gibraltar promotes sustainable, good-quality employment and supports labour mobility, while investing in education, training programmes, vocational training for skills and lifelong learning.

The UK government has created for the fist time a separate OP for its small overseas territory in southern Europe. Priority for the investment is to better align education and training systems to labour market demands, especially helping the under-25s make the transition from education to work.

The OP investment focuses on:

  • Improving skills, especially among out-of-work youths (the majority of Gibraltar’s unemployed) and those facing hardships, such as health problems and addictions, which prevent them from finding work;
  • Boosting the availability and quality of vocational education and on-the-job training, including “dual learning” systems and apprenticeship schemes.
  • Decreasing the dependence on “imported” skilled labour and improving the odds of jobseekers, especially the under-25s and long-term unemployed, entering the workforce.

Gibraltar’s operational programme is thus squarely aimed at improving the prospects of the long-term unemployed and jobseekers – especially those fresh out of school and training. More than 1000 Gibraltarians will receive labour mobility support, or are expected to complete work-based learning schemes, and over 2000 apprenticeship schemes will be put in place.
