Investments in growth and employment - ESF/YEI

Programme description

The Swedish Operational Programme for the implementation of the European Social Fund (ESF) in the period 2014-2020 outlines the priorities and objectives to spend EUR 1.576 billion (of which EUR 810 million from the EU budget, including EUR 44 million from the Youth Employment Initiative) contributing to creating jobs and strengthening social cohesion in Sweden. It will have a direct impact on the professional and social life of at least 300 000 citizens and residents.

With a focus on providing possibilities for obtaining more and better skills, matched to the requirements of the jobs market, the programme aims to strengthen the skills base of workers and improve the qualifications and job opportunities of the unemployed, the inactive and those far from the labour market. Special efforts are foreseen to support young people not in employment, education or training (NEETs).

Investments will focus on the following priorities:

  • The Youth Employment Initiative component of the programme, with more than 10% of funding, aims to increase employment and participation in education among young people aged 15 – 24 in the three regions hardest hit by youth unemployment: Sydsverige, Norra Mellansverige and Mellersta Norrland.
  • In addition, 60% of funding is dedicated to bringing people far from the labour market into work or education or closer to the labour market. These include young people all over Sweden, newly arrived migrants, long-term unemployed, disabled with reduced work capacity or people on sick leave who need support to return to work.
  • 25% of the investment is foreseen for measures to enhance skills levels and qualifications. Projects will target mainly employed persons, but also those far from the labour market when relevant in the specific projects. They will be addressing the development of individual competencies as well as a better interaction and stronger links between education, employment and work-based learning.
