Social inclusion and social economy - ESF

Programme description

Under this programme, Spain will invest €1.1 billion, including €800 million from the European Social Fund (ESF), to help those furthest away from the labour market in finding a job and to strengthen the role of the social economy.

The programme is based on three guiding principles: active inclusion to enable every citizen, notably the most disadvantaged, to fully participate in society and have a better chance on the labour market; social economy as a key element to counteract the negative impact of the current economic and social situation in Spain; and, finally, the importance of adopting an integrated approach that links different policy areas and favours synergies between the ESF and the European Regional Development Fund (ERDF).

Building on the good experiences and results from the 2007-2013 Operational Programme “Fight Against Discrimination”, this new ESF programme 2014-2020 is set up to help the groups of the population furthest away from the labour market and most at risk of discrimination, including women, single parents and young people, Roma and other ethnic minorities, migrants and returning emigrants, prisoners and ex-offenders, men and women with disabilities etc. More than 500 000 people are expected to take part in projects financed by the programme.

The measures foreseen do not only target the groups at risk of discrimination themselves, but also include awareness raising actions among employers and the general public.

In addition, Spain will dedicate an important part of this programme to invest in the social economy and social entrepreneurship, as a way to facilitate access to employment.  

Two specific strands dedicated to social innovation and to transnational cooperation complete this thematic operational programme, where public and private partnership, including NGOs and employers, will play a strong role.
