Programme description

Under the national Operational Programme for the implementation of the Youth Employment Initiative (YEI), Spain will mobilise €2.8 billion from various sources, including €2.4 billion from the European budget (Youth Employment Initiative and the European Social Fund), to help young people to find a job. Spain is the largest recipient of Youth Employment Initiative funds, which will be spent in all Spanish regions under the coordination of the Ministry of Employment and Social Security.

The Operational Programme will mainly contribute to implementation of the Youth Guarantee, the ambitious EU-wide reform aiming to ensure that every young person up to 25 years is presented with a good quality offer of employment, education, apprenticeship or traineeship within four months of becoming unemployed or leaving formal education. For disabled persons, Spain has chosen to extend these interventions to people aged up to 29.

The actions for young people not in employment, education or training (NEET) are grouped along four specific objectives: a better activation, enhanced employability and skills, increased entrepreneurship and increased indefinite hiring.

Beneficiaries will be offered a personalised integrated pathway through measures that will include: second chance programmes, dual vocational training programmes, trainings to obtain a professional certificate, national and transnational mobility programmes, entrepreneurship support measures, traineeships or hiring subsidies to increase indefinite contracts.
