Programme description

The operational programme for North Rhine-Westphalia will tackle the employment, social and demographic challenges facing the region.

The ESF operational programme (OP) for Germany’s North Rhine-Westphalia will focus on guiding school-leavers into work, preventing poverty in deprived urban areas and regions, combating long-term unemployment, and securing the supply of skilled labour. The OP has a budget of EUR 1.25 billion, including EUR 627 million from the EU budget.

The programme has the following main investment priorities:

  • Nearly half of the budget will be used to promote sustainable, high-quality employment and support labour mobility, including measures to help jobseekers and the inactive enter the workforce, to prepare the self-employed and SMEs for changing market conditions and demographic changes, and to promote R&D and innovation as a means of improving human capital. This will help to create a state-wide ‘transition system’ guiding up to 18 000 young students through (vocational) training into jobs, and provide consulting services to some 3700 SMEs to help them adapt to structural and demographic changes.
  • Some 30% of the budget will go towards promoting social inclusion and tackling poverty; a series of ‘active inclusion’ measures will help to integrate disadvantaged young people and long-term unemployed parents through training. Some 132 000 people, especially the poorly-skilled and long-term unemployed, are likely to benefit, along with thousands of people with disabilities.
  • Close to 20% of the budget will be invested in education, skills and lifelong learning with measures to promote good-quality schooling from early childhood through primary and secondary, to limit early school-leaving, and to promote labour-market-relevant vocational education and training. Targets for the funding include higher literacy rates for over 25 000 people without a school diploma, training for some 16 000 education personnel in day-care centres, and vocational training to match the needs of industry and trade for up to 365 000 youngsters.

The ESF programme places strong emphasis on inclusive and preparatory schooling which combats youth unemployment, especially among disadvantaged groups and, together with actions financed by the European Regional Development Fund, marginalised groups such as EU immigrants, poor workers and Roma.
