Programme description

Jobs, education and training, and workforce mobility are the main objectives of the ESF operational programme (OP) for the German region (Land) of Schleswig-Holstein. Particular goals include boosting entrepreneurial skills among the unemployed, encouraging and helping more women to join the workforce, and raising qualifications and skill levels in SMEs.

The OP has three main priorities:

  • Promoting sustainable and high-quality jobs and supporting labour mobility. Projects will focus on self-employment and the creation of innovative SMEs and micro-businesses. SMEs will also get support to take advantage of the proximity of Hamburg, where many of the regions’ citizens work. Projects will also help workers and employers to prepare for and adapt to change. Particular target groups include women and migrants who are underrepresented in the workforce.
  • Activities for combating poverty, discrimination and social exclusion will receive 20% of funding. The region acknowledges that long-term unemployment carries high risks of poverty and projects to prevent this will get support.
  • Education, training and vocational studies are targeted. Projects will address equal access to high-quality education, fewer school drop-outs, work-relevant training systems, and easing the move from education into work.

Schleswig-Holstein’s operational programme is intended to raise workforce skills in the face of unfavourable demographic challenges. This is significant because the region has below-average demand for low-skilled jobs compared to other German regions. ESF funding will also contribute to regional employment initiatives.
