Programme description

The ENI-CBC programme aims to improve the welfare of the people in the Black Sea basin regions through sustainable growth and joint environmental protection.

The programme will contribute to promoting economic and social development in regions on both sides of common borders in the Black Sea Basin area and will address common challenges in environment, public health, safety and security. All programme actions will aim at “people to people” cooperation, promotion of local and regional good governance, promotion of regional integration/coordination, the use and development of relevant information and communication technologies and promotion of gender equality and opportunities for youth.

The aims of the programme will be achieved by focusing on two themes:

  • Business and SME development
  • Environmental protection, and climate change mitigation and adaptation
  1. Promote business and Entrepreneurship
    • Jointly promote business and entrepreneurship in the tourism an cultural sectors
    • Increase cross-border trade opportunities and modernisation in the agricultural and connected sector
  2. Environmental protection and reduction of marine litter
    • Improve joint environmental monitoring
    • Promote common awareness-raising and joint actions to reduce river and marine litter

  • Turkey: TR10 (İstanbul), TR21 (Tekirdağ, Edirne, Kırklareli), TR42 (Kocaeli, Sakarya, Düzce, Bolu, Yalova), TR81 (Zonguldak, Karabük, Bartın), TR82 (Kastamonu, Çankırı, Sinop), TR83 (Samsun, Tokat, Çorum, Amasya) and TR90 (Trabzon, Ordu, Giresun, Rize, Artvin, Gümüşhane)
  • Ukraine
  • Moldova: the whole country
  • Georgia : the whole country
  • Armenia : the whole country

Eligible countries

  • Azerbaijan: the whole country
  • Russia: Rostov Oblast, Krasnodar Krai, Adygea republic
