Programme description

The ERDF-ESF Programme for Lorraine and Vosges aims to boost economic growth and contribute to achieving the Europe 2020 targets for smart, sustainable and inclusive growth. It will help the region increase the innovation capacity of regional businesses, help the latter to strengthen in sectors with prospects, reinforce the competitiveness of existing sectors and make energy transition into a vector of economic development. More than 38% of the overall budget is allocated to research, innovation and competitiveness of SMEs, more than 22% to energy transition and about 17% to lifelong training actions (focused on young unemployed people). The Programme includes a territorial axis "Vosges" covering two other French regions: Alsace (entirely) and Franche-Comté (partly). About 24.8% of the budget will be allocated to climate change.

Funding priorities

The Programme will focus on the following priorities:

  • Rising investments and efforts in Research and Development both from public and private sectors and in the fields identified in the Smart Specialisation Strategy
  • Increasing the exports volume and the number of regional exporters
  • Encouraging low carbon economy (renewable energies, energy efficiency in housing and businesses, green public transportation)
  • Mitigating flood risk and preserving biodiversity
  • Offering qualification/professional orientation paths to young unemployed people and improving the offer of lifelong training programmes
  • Improving broadband access in priority sites (economic activity areas, hospitals, schools, universities, administrations…) and fostering the use of e-services
  • Ensuring a sustainable urban development
  • Boosting Vosges' economic development

Expected impacts (by 2023)

  • Reaching an annual export turnover of EUR 19.5 billion
  • Trebling the share of renewable energies in the final regional energy consumption
  • Reducing by one third the number of social housing with high energy consumption
  • Getting more than 21 000 inactive or unemployed participants in education or training upon leaving / or gaining a qualification upon leaving / or in employment upon leaving
  • Rising by about 20% the passengers traffic on the regional rail network
  • Reducing by 100 000 the number of people affected by flood risk
