The main objective of this evaluation was to provide evidence on inter-regionality and co-operation. This was to be done through a comprehensive overview of all 81 programmes, gathering evidence, and an in-depth examination of a sample of 16 programmes and 80 projects.
The second round of the Urban Community Initiative, "URBAN II", supported "neighbourhoods in crisis". These areas faced a broad range of economic and social challenges, as well as a rundown physical environment.

This study presents and analyses the indicator and expenditure data contained in the Final Implementation Reports, submitted in 2010, by all 25 EU countries who received ERDF Objective 1+2 funding in the period 2000-2006. The study provides analysis, commentary and suggestions for future indicators. The output, results and impact indicators are available in a searchable Access database, including information on their target and actual achieved values. Core indicators are also included.
The expenditure database contains information on projected an actual levels of spend, as well as spending broken down by Field of Intervention Code. This allows aggregation of spending levels across the EU, by code.
