Operational Programme ESF Berlin 2014-2020

Programme description

Germany’s capital city will focus ESF spending on education and training, as well as social inclusion with women, migrants and young people as the main targets.

Berlin’s ESF operational programme will assign a budget of EUR 215 million for ESF investment in gender equality, combating social exclusion, reducing school drop-out rates, and enhancing education and lifelong learning opportunities.

ESF investment will support three areas:

  • Measures for jobs and mobility will target women returning to work who need updated skills, and the self-employed and workers in sectors undergoing rapid change. Training, new skills and qualifications will guide ESF spending to ensure such groups get the skills that are relevant to employers’ needs. Improving the survival rate of new businesses is a further objective.
  • Migrants, the long-term unemployed, disabled and young people will benefit from social inclusion measures – including local initiatives and community-service activities – to boost their employability and chances of obtaining sustainable work.
  • ESF investment in education, training, skills and lifelong learning will amount to 44% of total spending. Contributing to the youth guarantee, measures will be aimed at helping young people, especially migrants, to finish schooling and get useful qualifications. Young people will also be helped to make the transition into working life. The long-term unemployed and older jobseekers will benefit from ESF-funded training projects to raise their skills and employability.

In addition, there will be a dedicated priority for gender equality, and better ways of integrating marginal groups will be tested, in particular young people facing multiple obstacles to securing jobs and skills. Compared to the last ESF programme, support for new enterprises will go beyond the start-up phase and focus on helping new companies survive the early years.
