High Level Group monitoring simplification for beneficiaries of ESI Funds

In 2015 (C(2015)4806), the Commission has set up a High Level Group of Independent Experts on Monitoring Simplification for Beneficiaries of the European Structural and Investment Funds. The task of the group of experts was to advise the Commission with regard to simplification and reduction of administrative burden for beneficiaries of the European Structural and Investment (ESI) Funds.

Following extensive work and consultations, the High Level Group presented proposals to simplify access to EU funds in July 2017. It underlined in particular that the volume of rules does not always make life easy for local authorities managing EU funds or businesses looking to apply for EU funding. Simplification is therefore key and the European Commission should look into how to further simplify access to EU funds in the budget framework post 2020. Although the achievements of the EU Cohesion Policy are undeniably positive.
This was the main message that the High Level Group of Simplification fed into the discussion on the future of the EU finances.

The work of the HLG contributed to the mid-term review of the 2014-2020 cohesion policy. In particular the Commission introduced a number of simplification measures into the 2014-2020 regulations, such as on facilitating the use of simplified cost options.

In this respect the Commission’s proposal for the 2021-2027 Cohesion Policy included significant simplification measures with shorter, fewer and clearer rules.
