199 submissions arrived this year for REGIOSTARS 2019, the annual competition rewarding excellence and new approaches in regional development. This year, we are proud to present to you all of the applications.

The independent jury will choose up to 5 finalists per category, to be announced on 9 July. The votes casted after this date will be counted further for the finalists, competing for the REGIOSTARS 2019 public choice award.


Joint platform between Spain and Portugal for telematics models, fed by information on the ground obtained by Automatic Networks and the use of satellite data with infrared and optical thermography. The convergence of this information on a Direct Download Station will enable the prevention and planning of risks and optimise methods and resources, to shorten the response times of the emergency services on both sides of the border in the event of fires, floods and radiology.

The “Adriatic DSS Exploitation for MOnitoring and Risk management of coastal Extreme weather and flooding – AdriaMORE” project is funded by the Interreg V-A Italy-Croatia 2014-2020 Cooperation Programme, in particular the Standard+ call for proposals, capitalizing the achievements of the previous programming period. With a total budget of 1,150 M Euros, it aims to improve an existing integrated hydro-metereological risk management platform along the Adriatic coastal areas of Italy and Croatia.

Andalucía Agrotech DIH

Andalucia Agrotech Digital Innovation Hub (DIH) is an ecosystem created to help companies in the digitization process of the agri-food sector. This hub gathers the needs of the agri-food sector, technological services provided by ICT companies, the innovation capacity of knowledge agents and public programmes promoted by the public administration to provide support in the digitization in the agri-food value chain and to provide, in the first phase, the necessary training.

CISMOB is an interregional cooperation project that aims to improve the efficiency of transport based on ICT. - 30 exchange of experience events - smart digital growth: bringing and minimizing inequalities to access technology over different geographic and socio-economic contexts - synergies and cross-fertilizing ideas between developed regions and cohesion regions representing more than 22 Million Inhabitants - 4 policy instruments, influencing more than 2,5 MEUR of ERDF.

Connect Innovation bai! seeks to create jobs and opportunities for local people boosting innovation, creativity and the digital economy. The project helps local companies to join the 4th industrial revolution in which we live and that includes the Internet of Things & Services, Hyper-connectivity, Big Data, 3D printing, robotics, etc.

The “Connected City” platform provides devices and distributed services to collect heterogeneous data from the city in order to construct the “Urban Digital Cadastre”. It is composed of several kinds of objects related to different areas: from street furniture to construction sites. The platform adopts an IoT-based architecture useful for both citizen - to access to geo-referenced data of city and innovative services built on them – and authorized personnel to monitor city objects.

Citizen's Home

The project presents a web platform for citizens of the Metropolitan City of Bari with new e-participation services through new routes of collaboration, co-planning and involvement in public life. The aim is to enrich public services with new e-democracy tools, where citizens could propose new ideas, projects, collaborate in public initiatives, monitor the progress of public works, take part in surveys, book public spaces, participating actively through discussions, questions and suggestions.

Civichub is a yearly pre-acceleration programme held in La Garrotxa Region (Catalonia, Spain) aimed at turning a natural epicentre for civic dynamism into a hub for the entrepreneurial digitisation of citizen empowerment, civic innovation and civic participation, gathering startups, NGOs, social movements, government teams, politicians, hackers, cyber activists, and specialist. Computing Buildings

Considering huge energy waste in data center (3% of global use of electricity, 40% for cooling), we proposed a model where IT waste heat turns into free and ecological heating service for buildings. By bringing computing capacity to buildings, it is possible to leverage it to improve smart grid integration and the actual use of energy. After making data centers greener, we want to improve building carbon footprint with smart capacities, by bridging cloud computing and intelligent buildings.

Cultural and historical destinations

Our project allowed us through digital technologies to open a window to the world and show him our region and its most characteristic features. To demonstrate how two different nations on different paths of development can adopt similar values. To show our traditions and present, to compare the old to the new and suggest our unique point of view towards the world. This allowed us to realize our most cherished desire – to preserve and pass this heritage to the generations to come.

Digital Library Librarium

Librarium is the digital library the Department of Education of the Regional Government of the Autonomous Community of Extremadura (Spain) has made freely available to the entire educational community of state-funded schools at pre-university levels in order to promote reading, media and information literacy through a digital lending platform and virtual reading clubs. For such purpose, the initiative has been supplemented with the distribution of e-readers, tablets and computers to schools.

DIME produces a change of paradigm in providing public services: a multi-channel Customer Relationship Management Platform will be used to handle all informations and most of public services provided by the city. Thanks to IC Technology most of procedures will be self-managed by users but, considering the Digital Divide, a phone Contact Center supported by the CRM will be offered too. The project entails concrete measures for sensitizing and encouraging of German and Dutch SMEs in the process of digital transformation of innovative products, models for production processes and business models. Driver's profile

Within the project, Neptis S.A. has developed an IT system that defines the individual driver profile. This system takes into account how factors such as weather conditions, road quality or individual personality characteristics affect the driving style. Results can be used by insurance companies, state and public offices or companies from the automotive and logistics and transport industries. The aim of the project was to ease navigation in congested cities and improving road safety.

Employerland is a start up founded in 2013 thanks to the support of Lazio Region, who invested 350.000€ (Venture Capital Program, ROP-ERDF 2007/2013), and of a private business angel. The start up is the first social game dedicated to the job market with the aim to facilitate effective matching between labour demand and supply. By applying the principles of gamification enterprises can realize successful online recruitment campaigns and job seekers get in touche with SMEs and big companies.

Energy Cells GR

The German, Belgian, French and Luxembourgian governments commissioned IZES gGmbH to develop an introductory technological programme for the take-up of stationary fuel cells.The use of highly efficient fuel cell heating systems for the combined production of heat and electricity makes a valuable contribution towards the achievement of these governments’ energy and climate protection targets and has a positive impact on their economies.
Each of the four energy cells in the GR is a virtual power plant balancing electricity production and consumption by using storage capacities within the cell or by exchanging excess power with other interconnected cells (also as cross-border transfer) via smart grids on distribution grid level. The overall balancing is managed by a digital online controller in each energy cell driven by the electricity market. The objective is to integrate large shares of renewable energy into the power systems.

IBH-Lab KMUdigital

The IBH-Lab KMUdigital is a network of universities and practice partners from business, particularly small and medium enterprises (SME). The lab supports SMEs in the Lake Constance region with applying and implementing fast progressing industrial digitalisation. Nine universities and one research centre from Germany, Austria and Switzerland are working out interdisciplinary application-orientated solutions for this in six individual projects to promote innovation and technology transfer.

In the context of our population ageing, ICT4SILVER project aimed to support SMEs in developing relevant digital products towards the Silver Economy. We have developed and implemented a new common methodology across countries enabling user experience evaluation in real life environment in France, Spain and Portugal. This allowed SMEs to identify what they still need to develop or improve in their products to tackle their target market customers’ needs.

Industry 4.0 Roadmap

The Industry 4.0 project developed a structured road-mapping service supporting Small- and medium-sized enterprises (SMEs) defining their technological, organisational and business strategies toward digital transformation. The benefit of digital transformation on society and economy will also depend on whether SMEs can implement new technologies and business models. The project supports digitalisation of SMEs through the design of targeted know-how intensive business and innovation services.

High-performance computing (HPC) is rapidly expanding digital technology contributing to smart growth by drastically increasing effectiveness of innovations and reducing product development time. Our mission: "Competent in handling, Open in access, Photography goes future" The project defines guidelines for the targeted handling of historical photographs in the project area Tyrol and South Tyrol. The results will be available as an extensive image database (Creative Commons licensing), as free Handout to download as well as in the form of an App, an Online Course as well as exhibitions, and for the first time historical photos from Tyrol and South Tyrol as Open Data.

Open data in the Stockholm region

The project aims to make municipal data publically available based on the needs of small and medium enterprises to stimulate use and drive innovation and growth. It is a collaboration between 26 municipalities in the region. By developing common processes and tools, securing technical prerequisites and having dialogues with enterprises and other organizations, the project ensures that the results can scale nationally to the benefits of all 290 municipalities in Sweden.

Portuguese Citizen Spots

Internet is a great communication tool. People use it all the time both at work and for leisure, but what about to interact with government? Portugal offers one of the highest digital public services availability rates in the EU, and to foster the uptake of those services, the country implemented a network of 572 Citizen Spots nationwide, where “citizenship mediators” teach and assist people performing the digital services they need. More equity and digital literacy are the direct results.

The Environmental Information Network of Andalusia, or REDIAM, is an instrument established by Law 7/2007 that compiles and disseminates information about the environment in Andalusia. It is a pioneering shared information system in Europe. It generates and standardises the information in a single repository and is made available to its partner institutions, as well as to technicians, managers and the general population, facilitating the transfer of scientific knowledge both to and from management.

Innovating a state’s spatial data infrastructure was not easy. Malta embarked on such a mission in 1995 which now spans the aerial, terrestrial and bathymetric domains and their impacts on social wellbeing. SIntegraM moves beyond mapping and ensures the transformative process from Data to Information to Knowledge and Action where such gain is made available to all government entities, academia and general public. It provides the basis for an ongoing preparedness and for post-disaster management.

“Spazio Attivo Zagarolo” is the regional innovation hub for gaming, culture and tourism sectors. It is the spearhead of the regional network of Spazio Attivo, a system of 10 innovation centres widespread all over the Region, individually focused on RIS3-related thematic areas. Terra Mosana

Terra Mosana is a collaboration between municipalities, heritage sites, museums, universities and citizens to reinforce the attractiveness of tourism and shared identity in the Euregio Meuse-Rhine through the digital exploitation of cultural heritage. Citizens and tourists will experience Euregional heritage in 3D and on-site through virtual and augmented reality. The Digital Road

Digitalization affects all areas of life, and especially mobility. For instance, self-driving cars are indeed real. This also implies that the infrastructure for transportation must be rethought. The development of redundant sensor-networks based on collective intelligence serves to connect infrastructure and vehicles, in order to make automated driving safe and efficient, as well as to save resources, which is also an efficient contribution to saving the environment.

WearFits - Virtual Fitting Room

WearFits transforms online apparel shopping into a living and breathing experience. With WearFits shoppers can visualise clothes in cinematographic motion and detail and pick the sizes which guarantee comfort and perfect fit. We aim to disrupt a target market estimated at $6B. In the EU over 30% of consumers purchased clothes online, but 30% made returns. Our innovation enhances the online shopping experience, reduces returns and solves the ROPO dilemma. Ready for the 3D fashion revolution?
