SAFE-ICE: promoting and mapping initiatives for a low-carbon economy
The SAFE-ICE cluster aimed to combine the results and learnings from 10 Interreg projects focusing on the transition towards a low-carbon economy. Including both public and private stakeholders, the project highlighted best practices as to research, innovation and business support.

Carried out under the Interreg IVA 2-Seas programme, SAFE-ICE covered coastal regions in no less than four EU Member States: the UK, France, Belgium and the Netherlands. The cluster brought together 10 formal partners and 10 associated partners from the Business, Policy, Research and Community sector (Quadruple-Helix structure). The ultimate goal was to address the EU Horizon 2020 objectives.
Carried out in two phases
Having a special focus on businesses and SMEs, the project was divided into two phases. Phase 1 was designed to consolidate the findings from the various projects, with Expert Working groups identifying opportunities, gaps and barriers in four key areas: 1) Individual businesses and buildings, 2) Business-to-business relationships, 3) Business Park development and management, 4) Policy and market conditions (Overarching group).
Phase 2 was conducted in Work packages, focusing on five critical areas for future development and how we can reach a low-carbon economy despite adverse policies and austerity measures following the financial crisis: 1) Business Park Sustainable Management Plans, 2) Community Heat Systems and Heat Maps, 3) Procurement and demand for Low-carbon Goods and Services, 4) Resource Efficiency: Effective Instruments for Business Change, 5) Routes to Market and Embedding the Low-carbon Economy.
Comprehensive results for continuous development
On a general level, the activities enabled the cluster to capitalize on the expertise and experience from the projects involved, creating a significant pool of best-practices and generating actions and synergies that impact positively on the mobilisation of investments in energy efficiency. It was noted that, whereas there are many good examples, these need to be more wide-spread, and policies must be complemented by more innovation, research and business support. The cluster project has resulted in a significantly closer cooperation between public and private stakeholders in the 2-Seas region.
Total investment and EU funding
Total investment for the project “SAFE-ICE” is EUR 616 989, of which the EU’s European Regional Development Fund is contributing EUR 616 989 from the Operational Programme “Interreg IVA 2 Seas” for the 2007 to 2013 programming period.
