New interchange will relieve busy routes

The people of Warsaw and the surrounding region look set to benefit from a new interchange which will ease traffic flows on regional, national and international routes. Construction of the Łopuszańska – Kleszczowa interchange will therefore improve travel times for both passenger and freight traffic moving in and around Poland’s capital city.

The scheme is located in Włochy district of south-west Warsaw and involves the construction of a multi-level interchange and the modernisation of a 0.65 km section of National Road N°8. The work represents the final part of an upgrade of the Aleje Jerozolimskie roadway which runs through Warsaw (Stages one and two were co-financed by the European Regional Development Fund).

Comprehensive building programme

The new intersection will be built complete with a central island, link roads and flyovers – it will also feature a roundabout and a tunnel. Other elements of this comprehensive construction programme include: a drainage system for the interchange; storm water drains for the new road sections; acoustic barriers and green belts for noise protection; street lighting and traffic lights; pedestrian and cycle paths – and facilities for disabled users. All sections of new road will be capable of taking vehicle axel weights of 115 kN (kilonewtons).

When completed, the new intersection should lead to travel time savings of more than EUR 6 million per year for passenger transport and about EUR 400 000 per year for freight transport.

The scheme will provide a non-toll public road. The Municipality of Warsaw has the organisational and financial capacity to ensure the sustainability of the project long-term, and is therefore named as beneficiary. Zarząd Dróg Miejskich (ZDM), the municipal roads administration, will be responsible for ongoing maintenance and repairs.

874 jobs are expected to be created during the project’s 27-month implementation phase.

Total and EU funding

The project “Modernisation of Aleje Jerozolimskie – construction of Łopuszańska – Kleszczowa interchange” has a total eligible budget of EUR 53 610 072, with the EU’s Cohesion fund contributing EUR 38 980 317 for the 2007 to 2013 programming period.
