Increased comfort and capacity for Warsaw’s rail commuters

The recent purchase of new passenger rail transport equipment – made possible thanks to the EU’s Cohesion Fund – will bring long term benefits to citizens and commuters living and working in the Warsaw metropolitan area. The project will help to strengthen transport links between the Polish capital and outlying suburbs and regions within commuting distance.

Improving urban rail

The project’s key long term achievement will be improving transport along the busiest sections of the Warsaw metropolitan area rail network, in particular during rush hour. A total of 20 double-deck intermediate coaches, two double-deck control coaches and two electric locomotives have been successfully purchased, and will now be strategically deployed. 

By increasing the attractiveness and accessibility of rail as a means of getting to work, the project will help to reduce congestion on the road and contribute towards increased use of greener and more sustainable modes of transport. 

Increased capacity and comfort

The project will ensure that rail capacity will be increased. Each new double-deck intermediate coaches have capacity for about 245 passengers, at least 125 of which will be seated. The double-deck control coaches have capacity for 230, with at least 85 seated places. This translates into a total increase in capacity of some 5 360 places, including 2 670 seated places.

The project also sought to ensure commuter comfort. Each new carriage is equipped with closed-circuit toilets, air conditioning and visual interior monitoring. Entrance doors ensure accessibility for disabled people and people with reduced mobility, and the coaches offer the possibility of stowing large luggage pieces and bicycles. The trains can reach a maximum speed of 160 km/h. 

The project team estimates that passenger transport time savings will be worth EUR 407 969 a year. The indicative value of savings in vehicle operating costs, safety improvement costs and environmental impact costs has been put at EUR 152 865 670 for the reference period 2013 to 2037. 

It will be possible to transfer the new rolling stock for use on other sections of the rail network should the need arise. All units of the purchased rolling stock are fully compliant with EU technical specifications. The project should ensure that passengers who currently use the rail network in and around the Polish capital, along with those who will now be encouraged to switch to rail, will benefit over a significant period of time.

Total investment and EU funding

Total investment for the project “Purchase of 20 new double-deck intermediate coaches, 2 new control coaches and 2 new locomotives for the push-pull rolling stock” is EUR 51 316 313, with the EU’s Cohesion Fund contributing EUR 41 050 216 through the “Infrastructure and Environment” Operational Programme for the 2007-2013 programming period. The investment falls under the priority “Environment-friendly Transport”.
