Citizens and civil society have an important role to play in shaping the European Union and its policies. The recent Commission Communication ahead of the Sibiu Summit stated "Engaging with citizens on a constant basis is essential to strengthen European identity and democracy and ensure greater ownership of the European Project". In her political guidelines for the future Commission, President Ursula von der Leyen expressed her will for European citizens to play a leading and active part in building the future of the Union.
