Programme description

Main objectives

The programme brings forward investments supporting SMEs and promoting capacities to research, innovate and find effective low-carbon solutions. Focused investments in both digital and physical accessibility address a set of challenges typical of the northern sparsely populated areas.

Funding priorities

  • Boost start-ups and growth in SMEs
  • Increase research and innovation, including cross-sector cooperation
  • Fix bottlenecks in the transport network while promoting multimodality and environmentally friendly modes of transport
  • Increase energy efficiency and the use of renewable energy in the public and private sectors
  • Deploy very high-speed broadband as an important condition for accessibility and competitiveness in the region

Expected impacts

  • More than 3,000 enterprises receiving support
  • Employment increased by 2,000 full-time equivalents in the supported enterprises
  • 200 enterprises cooperating with research institutions
  • 62% of enterprises connected to very high-speed broadband (up from 54 % in 2012)
  • Increased sustainability in transport with reduced CO2 emissions
