OP Development of Eastern Poland

Programme description

Main objectives:

The aim of the Programme is to enhance further growth in Eastern Poland and make the macro-region a more attractive place in which to live and invest. The programme will help to tackle the challenges common to the five regions of Eastern Poland (Warminsko-Mazurskie, Podlaskie, Lubelskie, Podkarpackie and Świętokrzyskie). These challenges consist of retaining young people in the region, increasing levels of entrepreneurial activity as well as improving road and railway transport infrastructure. In addition to the five regional Operational Programmes, the macro-regional intervention provides a golden opportunity to give a new boost to the economy of this historically disadvantaged but fast-growing part of the country. It will also help continue, complete and strengthen some important investments initiated in the last programming period 2007-2013.

Funding priorities:

Almost 62% of the funding will be dedicated to transport infrastructure, among which 20% for clean urban transport solutions and 17% for macro-regional railways. Special attention is also given to the capital cities as catalysts for economic growth and socio-economic integration. The planned investments in road and rail networks will improve accessibility in those cities, increase professional mobility and attract the knowledge community.

The programme also seeks to increase the number of innovative companies. A particular emphasis is put on young entrepreneurship (support to the creation of innovative start-ups by young people under 35 years old. In total, 35.97% of the total financial allocation supports SMEs to grow and expand on domestic and foreign markets. The programme will provide important mentoring assistance in order to help local SMEs adjust to emerging and even more demanding market requirements (export strategies, industrial and commercial design etc). It also foresees further support to enhancing macro-regional cooperation of enterprises.

Expected impacts:

The OP is expected to deliver:

  • 910 new and innovative start-ups managed by young people under 35 years old
  • 270 new items of low-carbon rolling stock (urban transport)
  • 540 kilometres of reconstructed or upgraded railways
