Programme description

Main objectives

The ERDF-ESF Programme for Mayotte contributes to achieving the Europe 2020 targets for smart, sustainable and inclusive growth. It aims to invest in particular in the water and waste sectors to be in accordance with EU environmental legislation - 22% of the overall budget. 16% of the budget will be allocated to improve social and health infrastructure and 12.6% will support the transition to a low-carbon economy by enhancing energy efficiency in public, private buildings and social housing and developing the production of renewable energies.

Also, almost 9 % of the budget will support competitiveness and innovation in SMEs as well as improve the Mayotte's business environment. Lastly 10 % of the budget will be allocated to the adaptation to climate change.

Funding priorities

The Programme will focus on following priorities:

  • Invest in water and waste sector
  • Invest in social and health infrastructures
  • Preserve biodiversity
  • Strengthen access to ICTs
  • Improve SMEs' competitiveness
  • Enhance Energy and resource efficiency
  • Increase the potential of the port
  • Increase access to employment for the unemployed and inactive people, including long-term unemployed and those furthest from labour market
  • Integrate young people not presently in education, employment or training (NEETs) into labour market
  • Promote enterpreuneurship and SME creation, including micro-enterprises
  • Help workers and companies become more adaptable to changing circumstances
  • Promote modernization of labour market institutions
  • Social inclusion measures will help members of marginalised communities to access social services as well as training and job opportunities
  • Training and qualification opportunities will be developed to encourage the uptake of lifelong learning for all citizens as a means to ensure employability and adaptability. In addition, apprentice schemes will help young people gain the relevant skills that the local economy needs
  • Encourage investment in institutional capacity to deliver employment programmes and employment services
  • Encourage sustainable integrated urban development

Expected impacts

  • Increase of the quantities of recycled waste (from 1100 tons per year to 10200 tons per year)
  • Increase of the number of people being connected with water treatment plant (+30000 inhabitants)
  • Increase of the capacity of production of drinkable water (+10000 cubic meters per day)
  • Increase of the number of people benefiting from a better medical and social assistance (roughly +100.000 inhabitants
  • Create of 55 hospital beds for care and reeducation
  • Double the number of creation of enterprises (+400) and increase the rate of survival of enterprises
  • Increase of maritime freight by extending to 14 ha the area available to unload freight and for storage
  • Increase by 60% the part of the households with broadband access
  • Increase of renewable energies by 20%
  • Increase of energy efficiency of enterprises (+20 GWh/an), public buildings as well as housing sector (+0,2 GWh/an)
  • Increase of the number of passengers using collective mode of transports by 10%
  • Increase access to employment or training for job seekers and inactive, especially the long-term unemployed
  • Increase the number of young NEET or in difficulties that come into pre-qualification, or qualifying or certified training
  • Increase the number of apprenticeships and professional training contracts
  • Raise the level of employability of job seekers through qualification
  • Professionalize and structure the offer of vocational training
  • Develop training in basic skills through the cooperation of stakeholders and the development of appropriate tools
  • Increase the professional competence from targeted skills training, especially for less qualified employees in job for the future
