On 13 December 2007, the European Commission approved the Regional Operational Programme for the East Midlands for 2007-2013. The Operational Programme falls under the Regional Competitiveness and Employment Objective and has a total budget of about €540 million. Community investment through the ERDF amounts to some €270 million, which represents approximately 2.5% of the total EU investment earmarked for the United Kingdom under Cohesion Policy 2007-2013.

1. Aim and purpose of the programme

The strategic objective of this Programme is to contribute to the East Midlands becoming a region of highly productive, innovative and sustainable businesses, and to support its most disadvantaged communities in an effort to use their economic potential. The strategic approach responds, firstly, to the relatively poor performance of the region in respect of innovation and resource efficiency, and, secondly, to low rates of business creation and limited employment opportunities in deprived and remote areas.

2. Expected impact of investments

The Programme is expected to create 8600 new jobs and to boost the region’s Gross Value Added by up to €260 million. The Programme will offer assistance to about 9300 businesses of which 20% will receive support related to energy and resource efficiency. About 2300 businesses in the East Midlands with the Programme's assistance are expected to engage in new collaborations with the UK knowledge base.

3. Priorities

The Operational Programme is structured along the following priorities:

Priority 1: Innovation and sustainable business practice [approximately 43% of total funding]:

This priority will focus on increasing the commercialisation of innovation in SMEs, in priority sectors and in businesses with high growth potential in an effort to create and provide value added products and services. This will include support for SME engagement in R&D for emerging and enabling technologies. It will also promote and support innovation to improve resource efficiency.

Priority 2: Sustainable economic and enterprise activity in disadvantaged communities [approximately 53% of total funding]:

This priority will focus on stimulating business activity in the most disadvantaged geographic areas, whilst exploiting potential links to adjacent areas with higher economic growth. The aim is to create new home-grown economic opportunities to address intra-regional disparities.

Priority 3: Technical assistance [approximately 4% of total funding]:

These funds will be available for the management, monitoring, evaluation, information and control activities of the Operational Programme.
