On 28 November 2007, the European Commission approved an Operational Programme for the Slovak Republic for the period 2007-2013, entitled "Competitiveness & Economic Growth". The Programme involves Community support for all the Slovak regions within the framework laid out for the Convergence Objective and has a total budget of around €908 million. Community investment through the European Regional Development Fund (ERDF) amounts to some €7727 million (after the Operational programme modification in 2010, which included reallocation of €5 million from Operational programme Information Society to Operational programme Competitiveness and Economic Growth; this financial amount is devoted to implementation of financial instrument JEREMIE in Slovakia), which represents approximately 2.9% of the total EU investment earmarked for the Slovak Republic under the Cohesion Policy for 2007-13.

1. Aim and purpose of the programme

The overall objective of the Programme is to maintain and foster the competitiveness and efficiency of industrial production and the energy sector, as well as the potential of tourism and other selected services, while respecting the conditions of sustainable development. It aims to contribute to the enhancement of the economic performance of Slovakia as a whole, and reduce the existing disparities in the economic performance of individual regions.

Particular attention is paid to supporting those activities that have a positive impact on employment and development of innovations. As a permanent priority of Slovakia’s economic policy, it is intended that the increase in competitiveness of the sectors included into the Operational Programme will facilitate the convergence of Slovakia and its regions towards the EU-27 levels by the end of the 2007-13 programming period.

2. Expected impact of investments

The programme aims to increase the level of expenditure on innovative actions within small and medium-sized enterprises (SMEs) from SKK 5 million at the start of the programme to SKK 124 million. Additionally, the programme aims to:

  • facilitate over 100 innovation projects:
  • support over 300 SMEs; and
  • create 34 industrial parks.

In the area of energy, outputs will include a 15-fold increase in the area of renewable industrial energy. In tourism, nine complex tourism centres will be created and over 30 new tourism products developed.

3. Priorities

The principal objectives of the Competitiveness and Economic Growth Operational Programme are:

  • Innovation and competitiveness growth;
  • Energy efficiency, including use of renewable energies and tourism.

The Programme is structured according to the following priorities:

Priority 1: Innovation and competitiveness [approximately 56.0% of total funding]

The global aim of this priority is the increase of competitiveness of industry and services through innovation. It seeks to focus on the support of activities that will ensure sustainable development, increasing competitiveness, growth of added value and employment in industry and in services.

Priority 2: Energy Sector [approximately 21.9% of total funding]

The objective of this priority is to:

  • increase energy efficiency in production, transport and consumption of energy;
  • decrease energy intensity in industrial production consumption of primary energy sources; and
  • increase exploitation of renewable energy.

Priority 3: Tourism [approximately 19.0% of total funding]

This priority aims to support the use of the natural, cultural, and existing potential of the Slovak Republic for the development of sustainable tourism. The focus of this priority will be the promotion of Slovak tourism, both locally and internationally.

Priority 4: Technical assistance [approximately 3.1% of total funding]

There is also provision for technical assistance to implement the Programme. Financial support is available to cover administration, monitoring and control.
