The European Commission approved on 3 December 2007 a regional operational programme of the NUTS II region South East in the Czech Republic. This programme involves Community support for the region within the framework of "Convergence" objective. The total budget of the programme is around EUR 829 million and the Community investment through the ERDF amounts to EUR 704 million (approximately 3 % of the total EU money invested in the Czech Republic under Cohesion policy 2007-2013).

1. The purpose and aim of the EU investment

The EU Cohesion Policy in 2007-2013 will put more emphasis on a territorially integrated approach to solving economic and social cohesion issues and to the decentralization of powers while implementing the interventions. This programme could play a decisive role in this area, and could have a very positive impact in economic and social terms. The strategy of this operational programme also emphasises the urban dimension. The support of small- and medium-sized municipalities as the growth poles of rural areas meets the requirement of harmonious and balanced territorial development.

2. The expected impact of the investment

This programme will support construction or renovation of 270 km of 2nd and 3rd class roads. 219 new jobs should be created. The number of persons transporting through the regional airport should increase by 35 000.

3. Priorities

The global objective of this Operational Programme is to strengthen the competitiveness of the region by creating the conditions for efficient utilisation of the development capacity in the NUTS 2 South East cohesion region through the overall improvement of transport accessibility and by connecting the poles of growth in the region, leading in turn to the use of capacity in the sphere of tourism. The objective also includes improvement in quality of life in urban and rural areas in line with the principles of sustainable development.

Priority 1: Transport accessibility

The objective is aimed at strengthening transport accessibility and public transport services in the region in line with sustainable development. A good quality transport network is a basic requirement for integrating the South East cohesion region into international trade and cooperation and, after the entry of the Czech Republic into the EU and into the European economic area.

Priority 2: Development of sustainable tourism

This priority is to promote the development of tourism through support to infrastructure, coordination of development activities, marketing and human resources. The assistance will be focused especially on the construction and enhancement of primary and complementary tourist infrastructure as a vital prerequisite for the implementation of all other related activities, and on the development of tourist products and programmes for publicity and marketing in tourism.

Priority 3: Sustainable development of towns and rural areas

The global objective of the priority is the systematic enhancement of the region’s competitiveness through the reinforcement of development potential of towns and the stabilization of population in rural areas. The urban development of two urbanization centres (Brno and Jihlava) will be implemented through integrated urban development plans.

Priority 4: Technical assistance

There is also provision for technical assistance in order to implement the programme. The financial support is available covering administration, monitoring and control.
