Croatia is the 28th Member State of the European Union since 1 July 2013. On the same day, the IPA pre-accession programme "Environment" became a Convergence programme co-financed by the Cohesion Fund. The programme covers the whole of Croatia.

This programme is being extended for the remaining six months after the accession to cover the full programming period 2007-2013. The decision approving the programme is expected in autumn 2013.

1. The purpose and aim of the EU investment

Comparative analyses have shown that environmental infrastructure and protection quality levels in Croatia are lagging behind the more developed EU countries in most environmental sectors.

The programmme "Environment" supports the country's efforts to comply with the heavy-investment EU Directives in the fields of waste management, water quality, integrated pollution prevention and control.

2. The expected impact of the investment

The programme will contribute to an improved state of environment and an enhanced environmental protection. The construction and extension of environmental infrastructure will increase the social and economic attractiveness of the regions, create better living conditions for citizens and help to improve the public health.

Some expected results by the end of the implementation period in 2016:

  • 580.000 more inhabitants served by the new waste management centres
  • 70% reduction of waste deposited in the landfills at county level
  • 61.546 m2 of landfill rehabilitated
  • 20.000 more inhabitants connected to new/rehabilitated public water supply networks
  • 44.500 more people connected to new/rehabilitated sewerage network
  • 472.500 more inhabitants served by new waste water treatment plants.

3. Priority axes

Priority 1: Development of Waste Management Infrastructure for establishing an Integrated Waste Management System in Croatia

This priority aims at supporting the implementation of a modern integrated waste management concept including the construction of waste management centres and conditioning, the closure/rehabilitation of the incompliant landfills and the remediation of locations highly polluted by waste (“hot-spots”). To that end, the projects will be concentrated around two measures: the establishment of new waste management centres at county and regional levels and the elimination of sites highly polluted by waste.

Priority 2: Protection of Croatia's Water Resources through Improved Water Supply and Waste Water Integrated Management Systems

This priority aims at supporting the development of infrastructure by the construction of new and/or refurbishment of existing facilities for drinking water supply and wastewater collection and treatment through public networks and treatment facilities. Projects will be funded under two measures: the establishment of modern water supply systems and networks and the construction of wastewater treatment plants for domestic and industrial wastewaters and upgrading the sewerage network.

Priority 3: Technical Assistance

This priority contributes to a sound and efficient management and implementation of the programme, by improving the administrative capacity of the institutions concerned and supporting implementation, monitoring, evaluation, control and communication activities, as well as to prepare projects for subsequent programmes.
