199 submissions arrived this year for REGIOSTARS 2019, the annual competition rewarding excellence and new approaches in regional development. This year, we are proud to present to you all of the applications.
Projects submitted to this category address the most pressing needs of climate adaptation in building resilient cities in an innovative way.

Clean Bus Fleet – Sustainable Mobility

Transportes Urbanos de Braga(TUB) introduced 6 new public buses... Through the acquisition of 6 vehicles with 100% electric propulsion into their fleet, TUB has the opportunity to reinforce its commitment with the city’s plan for a sustainable urban mobility and improve the quality of the public service provided by achieving significant reductions of greenhouse gas (GHG) emissions and noise, improving the levels of reliability and deliver operational savings.

CityWalk

CityWalk is much more than just a project. CityWalk is a lifestyle. It focuses on the simplest form of urban mobility - walking. Making cities more walkable requires changes - including the smart integration of walking with other transport modes. Citywalk offers an innovative solution by placing the citizens’ needs in the center and combining new smart walkability concepts and solutions to address those needs, tackling climate change, improving air quality and reducing noise.

Climate Active Neighbourhoods (CAN)

Energy retrofits of existing residential areas make an important contribution to achieving EU goals on CO2 emissions. Since 2016, the Climate Active Neighbourhoods project has been increasing the capacity of municipalities to implement their climate action strategies more effectively using a neighbourhood approach. Residents of deprived areas are empowered to take initiative and act for climate locally mainly thanks to energy-improved households, a key factor to reduce energy poverty.

Dk’Plus de mobilité

Public transport has shown its limitations: an obsolete, not user-friendly, slow and unreliable bus network. La Communauté Urbaine de Dunkerque has decided: 1. creation of a new network with more attractive and efficient buses The goal is to double the share of public transport by 2020 through: - a faster network (inhabitants less than 20 minutes from Dunkirk station) - buses that are more frequent and close (120 000 inhabitants near a line) 2. free bus transport for all

E-Bus2020

An 18m battery-trolley bus will be developed and optimized regarding energy efficiency to the demands of a battery bus in fleet operation. The batteries are charged in motion (IMC), during line operation, long charging times at terminus are not necessary. A high availability and productivity of buses and bus drivers is guaranteed. The operation in battery mode enables the extension of existing lines or a replacement of diesel or gas buses with a partial track under overhead wires.

Energy-saving care-education facility

An energy-efficient building that uses intelligent technologies. This enables achieving high thermal comfort with low consumption and, consequently, lower operating costs. Elements affecting the energy efficiency of the building include, among others: three-pane window frames, external facade with passive building parameters, "green wall" and "green roof" as well as an integrated heating automated technology. The care and education institution will accommodate 14 children.

Gdansk Water Route

Gdansk Water Route consists of three technical facilities: two historical underground water reservoirs: Old Orunia built in 1869, Old Sobieski built in 1911 and one modern water tower Kazimierz built in 2015. Moreover, the Route includes also green walking paths, green areas surrounding the facilities as well as the viewpoints to the broad panorama on the City, Gdansk Bay and the green nature. The Route has been created in order to protect technical and natural heritage of Gdansk.

Green PE

Next-generation large windmills, solar power plants and virtually all modern electrically driven cars require advanced power electronics to function reliably and efficiently. Advanced power electronics is one of the key drivers for the reduction of the CO2 footprint in the Baltic Sea region and worldwide. With a cross-sectoral consortium of partners from academia, industry and technology transfer organisations, Green PE paved the way for sustainable solutions using advanced power electronics.

Green park

The project is an model of manage urban free space, raising living standards and improving places to live, increasing the attractiveness and sustainable development of tourism in the region. The availability of recreational areas, green spaces and sports attract tourists and increasing attendance of border regions. The construction of these parks create another favorite spots for tourists and locals. The  green zones are very attractive for people who want to have a good time in the nature.

The EU-funded LOCATIONS project is working to increase the economic benefits that cruise tourism brings to the Mediterranean region’s many coastal communities while reducing the negative impact it has on urban mobility – and the environment.

LOW-CARB

The aim of LOW-CARB is to improve sustainable urban mobility planning and management by integrating both the hinterlands and urban areas to functional urban areas and emphasizing the role of public transport as a backbone of sustainable and seamless mobility systems. 11 project partners from six CE countries develop better regulation and capacities for planning to adapting their transport systems towards more low-carbon mobility and thus improve air quality and quality of life in their regions.

Living Labs Brussels Retrofit

The goal of the project FEDER ‘Living Labs Brussels Retrofit’ is to promote the renovation of Brussels housing by creating privileged spaces destined for experimentation and innovation: the living labs. During four years, these pilot projects will allow the development of know-how and an improvement of the cooperation with the construction sector, resulting in the arrival of a volume market for eco-energetic renovations.
The goal of the project ‘Living Labs Brussels Retrofit’ is to promote the renovation of Brussels housing by creating privileged spaces destined for experimentation and innovation: the living labs. During four years, these pilot projects will allow the development of know-how and an improvement of the cooperation with the construction sector, resulting in the arrival of a volume market for eco-energetic renovations.
Tested and improved following the projects, these techniques and procedures could then be implemented on a larger scale in order to offer accessible solutions for renovations in the Brussels Capital Region, both for the private sector as well as for social housing. This will also allow the improvement of the cooperation between the construction sector and the research organisations.
The implementing organisation, the Wetenschappelijk en Technisch Centrum voor het Bouwbedrijf (WTCB), has been around since 1959 and was founded by and for the sector. WTCB is composed of Technical Committees that are linked to practice, and a research centre that pursues innovation in the construction sector.

MC2 – Critical Mass and Cooperation

MC2 aims to promote new urban development strategies aligned with EU and UN Urban Agendas for a balanced, sustainable and resilient urban development that takes care of people and the environment, also ensuring the economic growth for the territory. The project has designed the 1st cross-border urban agenda of the EU for the euro-region Galicia (Spain) – North Portugal on 5 pillars: (1) Connectivity (2) Competitiveness (3) Resilient cities (4) Inclusive Cities (5) Efficient Cities.

Pedestrian Overpasses in Mamaia

The project “Improving access into Mamaia Resort by building pedestrian overpasses”, part of the Integrated Development Plan of the Constanța growth pole, has helped increase the economic and social role of the city of Constanța in the region's balanced development, in accordance with the objectives of the National Strategy for Regional Development and those of the National Strategic Reference Framework, as well as with the Community Strategic Guidelines for the 2007-2013 programming period.

Prevent

Fighting against natural and man-made disasters in the cross-border area is a big challenge. That is how Dimitrovgrad and Uzunkopru come with the idea of realizing this project. The main activities were the construction of an Automatic Observatory Tower to monitor and prevent forest fires with a fully equipped Control Centre to get the signal for potential fire after its been detected from the Observatory Tower and installation of an early detection system for preventing floods on the rivers.

R-Sol-E

Project R-SOL-E proves local authorities can act as leaders in environment preservation and clean energy production. Three local authorities from Croatia and Serbia joined forces to demonstrate that energy efficiency can be achieved through usage of renewable energy. The project enabled partners to install 6 solar power plants, 100 solar public lighting poles and a station for charging electric cars. SEAP documents were developed and updated, new courses for sustainable development set.

Ranta

RANTA-project adopts the Circular Economy Package of the EU and the National Waste Plan of Finland for finding and testing innovative methods for re-using construction materials and useful parts of buildings at their demolishing and disassembly phase in the spirit of circular economy and resource efficiency. In particular, the project focus was at public buildings. Test cases were executed together with the participating cities and project partners, based on the actual needs of the cities.

Ressourceneffiziente Gewerbegebiete

The project focuses on resource efficiency measures in industrial estates: ten industrial estates of the Metropole Ruhr are investigated with regard to the water, surface area, energy and waste. Savings potentials are identified for individual companies as well as for the entire industrial estates and specific measures are developed. The aim is to use economically viable models to further develop existing industrial estates into modern and sustainable business locations.

Share

Cultural heritage is a focus of pride and identity for citizens and a key driver of tourism. SHARE studies ways to improve the sustainability and accessibility of urban cultural heritage sites across Europe. Solutions proposed by SHARE include smart shrinkage, planning for the contraction phase of a town’s development cycle capacity-building for city planners implementing a regional policy valorisation of assets to attract low-season visitors and ideas to solve the "last mile" problem.

Schools, town halls, gyms and retirement homes are mostly owned by local public authorities and nowadays its deep renovation is a crucial aspect all around Europe. There’s need for innovative solutions, clear planning and payback periods shortened. What if a public contribution oriented to a clean and energy efficient renovation is supported by private investments? SISMA evaluates the public subsidy needed to be attractive and appealing to the market. A new approach, for resilient cities!

St-Jean: the future of urban wastelands

Located at the eastern entrance to the metropolitan core, the Saint-Jean district covers approximately 40 hectares. Partially fallow, since the closure of the municipal slaughterhouse and several companies in the meat sector, it now hosts various types of economic, industrial and tertiary activities, as well as some social and private rental housing. It is intended to become a major urban regeneration site.

Sudoe Stop CO2

Transport stations in south-west European cities consume large amounts of energy and emit  high levels of greenhouse gases this affects the quality of life of citizens and the image of the cities. The project aims to improve energy management in these buildings so as to reduce their environmental impact. The method involves the use of BIM methodology and the creation of an assessment tool for transport stations that will assess their energy efficiency and propose solutions to improve it,

Together

It is often said that energy efficiency of buildings can be achieved by changing the behaviour of occupants, as an alternative to retrofitting investments. However, we lack evidence of the effectiveness of a systematic approach, particularly in the case of public buildings.This evidence is now provided by the Interreg CE project TOGETHER, involving 84 schools, museums, gyms, public offices in 8 regions, mobilizing more than 10k (students, teachers, civil servants, etc.) and saving 1 mln of kWh.

The Last Mile - project

Last Mile project calls citizens, cities and companies to join forces to find smart, smooth and sustainable ways to access workplaces, residential areas and places of interest. The project seeks and experiments new approaches and methods of developing and testing novel market driven mobility services in public-private partnership. The aim is to increase attractiveness of public transportation, reduce the need of using private car and to generate new business from sustainable mobility services.

iPlanB

iPlanB aims to minimize congestion and air pollution caused by road construction sites. Big data analysis helps to better coordinate construction sites for different actors. Instead of working consecutively, companies should work in parallel, thus blocking a road only once. The impact of construction sites on traffic can be estimated up to 5 years in advance. We aim at reducing traffic jams by up to 8%, saving up to 3.5 million € of related economic costs and up to 1,291 t of CO2 in Hamburg p.a.
