Evaluations of the 2000-2006 programming period

The Evaluation unit - in cooperation with the Member States - has finished the ex post evaluation of Objectives 1 and 2 in the 2000-2006 programming period. The evaluation consists of a set of interlinked evaluations, most of them of thematic nature, which were carried out between 2007 and end of 2009.

Synthesis report

The ex post evaluation of Cohesion Fund and ISPA is currently under way and final results will be available by mid of 2011. The ex post evaluations of the Community initiatives INTERREG and URBAN have also been finalised and published.

The final report of the Interreg III ex post evaluation presents its findings, makes recommendations for the present European Territorial Co-Operation and feeds into the debate on future cohesion policy. The main objective of this evaluation was to provide evidence on inter-regionality and co-operation. This was to be done through a comprehensive overview of all 81 programmes, gathering evidence, and an in-depth examination of a sample of 16 programmes and 80 projects.

The second round of the Urban Community Initiative, "URBAN II", supported "neighbourhoods in crisis". These areas faced a broad range of economic and social challenges, as well as a rundown physical environment.

The Evaluation unit - in cooperation with the Member States has launched an ex post evaluation of cohesion policy interventions financed by the Cohesion Fund (including the former Instrument for Structural Policies for Pre-accession (ISPA)) during the period 2000-2006 in 17 countries (Greece, Ireland, Portugal and Spain, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia, Bulgaria and Romania, and Croatia. The overall ex post evaluation consists of a set of three interlinked evaluations which will be carried out between now and the mid of 2011.

Analysis of the financial and physical data in the Final Implementation Reports, ERDF Objectives 1+2

This study presents and analyses the indicator and expenditure data contained in the Final Implementation Reports, submitted in 2010, by all 25 EU countries who received ERDF Objective 1+2 funding in the period 2000-2006. The study provides analysis, commentary and suggestions for future indicators. The output, results and impact indicators are available in a searchable Access database, including information on their target and actual achieved values. Core indicators are also included.
The expenditure database contains information on projected an actual levels of spend, as well as spending broken down by Field of Intervention Code. This allows aggregation of spending levels across the EU, by code.

Analysing ERDF co-financed innovative projects: case studies and comparative analyses

The study undertaken for the DG for Regional Policy by Technopolis Group had 3 objectives:

  • to undertake 60 case studies of innovative projects co-financed by the ERDF, analysing the political context, the design and implementation, their innovative aspects and results and sustainability. The constraints, main success factors and lessons learned are also explored. These case studies are published on the Region for Economic Change section of this website.
  • to perform 10 comparative analyses with a view to demonstrating different approaches, common success factors and characteristics related to the regional context. Each analysis covers a cluster of projects from different regions. This method of analysis is a new approach and is complementary to evaluation: instead of starting from an analysis of a whole programme and adding in a couple of examples to illustrate specific outcomes, the case study approach looks in depth at a number of projects and then tries to extrapolate lessons from how well the projects contributed to the implementation of a regional development strategy. These analyses, which are part of the final report, should not be read one after another as they may cover similar issues approached from different perspectives, each analysis being drafted as a stand-alone document.
  • to design a methodology easy to use for desk officers - or any analyst in Member States to undertake similar case studies. The case study manual can be uploaded.
