Article 10 Pilot Actions for transnational cooperation on spatial planning Alpine space (Eastern Alps) A/D/I

The pilot-action will focus on policies and measures for sustainable development of the mountainous Alpine regions as living, economic and natural area in the context of European and transnational territorial development studies. This focus is in line with the positions of the partner Member States in the elaboration of the European Spatial Development Perspective (ESDP). The Alpine themes refer mainly to the topic C3 “Prudent management and development of natural and cultural heritage”.

Objectives

The main goals of the joint pilot action programme for the Alpine space are:

  • the further development of common visions and spatial planning strategies within the framework of the document “European Spatial Development Policy”
  • to promote networks for transnational, cross-border and trans-European cooperation for Alpine municipalities and regions, especially in the field of spatial planning;
  • the improvement and development of sustainable socio-economic activities and environmentally compatible local transport networks especially in ecologically endangered regions, finding also suitable forms to promote the involvement of inhabitants in the maintenance and control of fragile and sensitive territories;
  • the testing of innovative action lines in an area with a high conflict potential between prosperous economic development and the preservation of natural resources.

Summary of the measures/ actions :

Measure A : Transnational spatial development policies A1 - Transnational spatial development and spatial planning in the Alpine area A2 - “Good practice guide” for the implementation of programmes and projects concerning sustainable spatial and regional planning A3 - Local authorities network “alliance in the Alps”

Measure B : Environmental spatial development and management of tourism B1 - Transnational pilot projects for environmentally sound travel logistics linked with electronic booking and information systems in Alpine tourist regions

Measure C : Settlement structure and sustainable economic development C1 - Regionalization, maintenance and reinsertion of public and private services at the local and regional level C2 - Regional and spatial planning instruments for Alpine areas, with special reference to the balanced and sustained development of settlements in densely and sparsely populated regions

Measure D : Natural and cultural heritage D1 - Developing a computer information system for coordinating civil protection in transnational regions D2 - Protecting and recovering settlement typologies in small Alpine centres D3 - Assessment for the water resources in the Alpine area and solid waste management in the Alps.

Austria: Kärnten, Oberösterreich, Salzburg, Tirol, Vorarlberg
Germany: Oberbayern and Schwaben (in Bayern), Tübingen (in Baden-Württemberg)
Italy: Lombardia, Friuli-Venezia Giulia, Veneto, Provincie Autonome di Trento e Bolzano

Third participating States

Eventually Switzerland, Liechtenstein and Slovenia (at project level)

Financing

Total public cost (MECU): 10 MECU
Total EU funding: a maximum of 5 MECU
Co-financing rate: up to 50%
