Title: Strengthening civil society rights by information access for European youth
Summary
In our 18-month SIA4Y project, our main objective was to increase the level of awareness, knowledge and ability to use the right of access to public information and support freedom of information among youth. We also aimed at increasing the level of understanding and activity of young citizens regarding general monitoring of EU and state institutions, as well as their local government. In the project, we organised several round table discussions, informative sessions and workshops in 5 project partner countries to engage youth’s views about democratic participation and access to information in partner countries. On each workshop, we introduced the survey and organised the data collection to reporting prioritised transparency needs at EU level.These events were followed by two international conventions on good practice share and benchmarking with the participant of more citizens from EU countries. Finally, we concentrated on recalling how the problem of democracy was conceptualised by the creators of European integration and what approaches to democracy in the European Union exist. To present the latter issue, we paid attention to highlighting the position of the European Union itself, which recognises the deficit of democracy in its structures and undertakes actions aimed at counteracting and eliminating this phenomenon. Based on the meetings, we were ready to prepare our final publication and demonstrate the chosen methods of healing democracy by the EU. These are increasing transparency, openness and access to information in the European Union. By adopting the institutional perspective, we will present specific policies implemented in pursuit of these goals and the results of their evaluation. During the project activities, we also answered the questions whether the European Union has become more accessible and the processes taking place in it more understandable to Europeans as a result of the implementation of recovery programmes. The project, in general, was devoted to European youth. Since this social group is considered to be a group with the potential to heal EU democracy, we looked for answers to the questions: who are European young people? What are their goals and attitude towards the European Union? What forms of democratic participation do the European youngsters prefer? And finally – what does access to information in the European Union mean to European youth? Our first result – “Code of Good Practice” was based on the opinions of young people participating in the “Strengthening civil society rights by information access for European youth” SIA4Y project. These are suggestions, recommendations on further improvement of the European Union’s transparency policy and access to public information in this organisation. The second – publication „Youth for Healthy democracy in the European Union” in turn, is to help young people learn about the essence of youth policy implemented in their countries and the importance and methods of accessing public information. Finally, we proposed the 3rd document – “Priority Transparency Needs from a Youth Perspective” with seven clear recommendations for the youth-friendly transparency policy on the EU level. We based on our work to young people with whom we had the pleasure to work during the implementation of the SIA4Y Project in Belgium, Estonia, Finland, Latvia and Poland.
