Capacity building activities for European Capitals of Culture

This call aims to create a pool of expertise and provide capacity building services and peer-learning activities to upcoming European Capitals of Culture (ECOC). It shall also provide useful information, contacts and training to the ECOC delivery teams and cities that would like to apply for the ECOC title, to increase the quality of the applications and the success of ECOC year.

A call for tender has been published (EAC22/2018) with the objective to select an entity or a consortium of entities that will organise capacity building actions for those cities selected to be the European Capital of Culture in the coming years.

Lack of skills and capacity needed to organise an event of the scale and scope of a European Capital of Culture – which is a very unique event – is too often mentioned in the ex post evaluations carried out on behalf of the Commission since 2008. This is therefore seen as a key element leading to difficulties in preparing and implementing a European Capital of Culture.

In parallel there is now a tendency for smaller cities – with limited experience and know how in terms of holding large-scale and year-long events – to bid for and get the ECOC title.

Against this backdrop, the need for the Commission to support capacity building and peer-learning activities for and between ECOCs has become evident. Such activities should be seen as a way to contribute to the success of this very popular and highly visible EU action and safeguard its credibility and legacy.
