The European Qualifications Framework (EQF) is a translation tool that helps communication and comparison between qualifications systems in Europe. Its eight common European reference levels are described in terms of learning outcomes: knowledge, skills and competences. This allows any national qualifications systems, national qualifications frameworks (NQFs) and qualifications in Europe to relate to the EQF levels. Learners, graduates, providers and employers can use these levels to understand and compare qualifications awarded in different countries and by different education and training systems.

    Type of qualification This qualification is a vocational education and training at a vocational school governed by federal state law. Attendance at full-time vocational school for a period of two years imparts the necessary qualifications for the exercising of a state recognised training occupation under federal state law. This is a full-time school-based training course with a minimum duration of two years. Teaching encompasses a cross-occupational, an occupationally related and possibly also a practical area of learning. Courses are aligned towards occupational work processes and company business processes. A practical placement is integrated into training. Successful completion of training confers the right directly to exercise the occupation in question as a qualified skilled worker in a training occupation governed by federal state law. Those completing the qualification acquire the necessary employability skills for the exercising of a qualified occupational activity. These bring together professional competence, autonomy and social competence to form overall occupational competence.     Type of qualification This qualification is a nationwide standardised advanced vocational training. In the occupational context, vocational education and training in Germany has a multi-level system of advanced vocational training qualifications which are regulated in a nationally standardised manner. Within the scope of regulated advanced training, three levels of advanced training are differentiated. They differ with regard to competence requirements and the associated differing areas of possible company deployment. They require completion of a vocational qualification (in a recognised training occupation and/or recognised advance vocational training) or evidence of a comparable qualification. This then serves as the basis of the qualifications. Those completing the qualifications are equipped for the autonomous and responsible assumption of demanding tasks in companies. Advanced training courses leading to the qualification of master craftsman (e.g. master craftsman in the craft trades, certified master craftsman, certified industrial foreman, master craftsman in agriculture) are an example of the second level of advanced professional training. Master craftsman qualifications are mainly concentrated in the technical craft trades, industry and agriculture.     Type of qualification This qualification is a dual vocational education and training (3-year and 3½-year training course). The vocational education and training system is highly significant in Germany. Central importance in this regard is attached to training within the dual system, which facilitates access to many areas of occupational activity for which in other countries training at an institute of higher education is required. The system is described as “dual” because training is conducted at two independent training venues, the company and the vocational school. Training combines the acquisition of theoretical knowledge and practically related competences with company practice.
