  9. Federal Government/Länder Coordination Point

    The DQR has been developed and implemented under the aegis of the Federal Ministry of Education and Research and the Standing Conference of the Ministers of Education and Cultural Affairs, with the involvement of other stakeholders. The development of the DQR has at all times been a widely supported initiative in which the social partners and business organisations in particular have played a fundamental role, notably in the German Qualifications Framework Working Group [Arbeitskreis DQR]. The competent authorities in each case are responsible in principle for the allocation of qualifications to the DQR. In the field of formal learning these are the regulatory bodies. These allocations must, however, be notified to the National Coordination Point (NCP), which monitors the process and considers the overall architecture of the DQR: the Federal Government/Länder Coordination Point for the German Qualifications Framework [Bund-Länder-Koordinierungsstelle DQR]. In order to assign newly developed qualifications always according to the same criteria and procedures, a DQR manual was developed. The manual will be developed and maintained by the NCP. The manual is published annually in an updated version on the basis of the BL-KS DQR in consultation with the AK DQR identified change requirements.
