The European Qualifications Framework (EQF) is a translation tool that helps communication and comparison between qualifications systems in Europe. Its eight common European reference levels are described in terms of learning outcomes: knowledge, skills and competences. This allows any national qualifications systems, national qualifications frameworks (NQFs) and qualifications in Europe to relate to the EQF levels. Learners, graduates, providers and employers can use these levels to understand and compare qualifications awarded in different countries and by different education and training systems.

Attendance at full-time vocational school for a period of three years imparts the necessary qualifications for the exercising of a recognised training occupation pursuant to the Vocational Training Act or Crafts and Trades Regulation Code. The duration of these training courses is aligned to the period for comparable training courses in the dual system. Occupationally related teaching is required to be based on the training regulations and the skeleton curriculum of the respective training occupation and cross-occupational teaching on the respective federal state curriculum. Acquisition of the competences of company-based training takes place in workshops, laboratories or learning offices.
