Qualification Information

Learning outcomes are formulated in accordance with the relevant occupational standard and the strategic objectives of educational programmes outlined in the state standard of first level professional higher education. Competences:

1. Basic understanding of the following in order to be able to perform basic professional tasks:
1.1. fundamentals of economics;
1.2. fundamentals of law.
2. Advanced understanding of the following in order to be able to perform basic professional tasks:
2.1. creation of databases;
2.2. creation of metadata;
2.3. creation of digital libraries;
2.4. professional terms in a foreign language;
2.5. copyright;
2.6. professional terms in the official language and at least two foreign languages.
3. Thorough knowledge of the following in order to be able to perform basic professional tasks:
3.1. theory of library and information science, development trends;
3.2. library and information industry regulatory documents;
3.3. knowledge of the business aspects of librarianship;
3.4. knowledge of library information systems and the necessary information and communication technologies;
3.5. oral communication skills;
3.6. management of stocks and collections;
3.7. search, retrieval of information;
3.8. project preparation and management;
3.9. retrospective conversion;
3.10. development of electronic catalogues;
3.11. library and information institution management;
3.12. provision of appropriate environment for library users and staff;
3.13. library services;
3.14. customer service, communication and management psychology;
3.15. implementation of innovations and new services;
3.16. environmental protection;
3.17. occupational health and safety;
3.18. employment relationship;
3.19. official language;
3.20. communication in at least two foreign languages.



Skills:

1. To work individually and in a team, ensure protection of information users' rights.
2. To build a professional working environment through participation in professional organizations.
3. To acquire information on industry trends in the country and study the professional experience of foreign colleagues.
4. To promote information both in writing and orally.
5. To organize cooperation with mass media and communication with other institutions and professionals.
6. To prepare and implement planning and organizational documents.
7. To engage in creative projects.
8. To communicate fluently in the official language.
9. To communicate in at least two foreign languages.
10. To use professional terminology in the official language and two foreign languages.
11. To possess knowledge of library information systems and information and communication technologies (reader/customer level).
12. To be able to search, retrieve, analyse, evaluate information and sources, facilitate readers' ability to use information.
13. To ensure cooperation with professional and management bodies (state, local governments, non-governmental, private), further education and self-education (participation in seminars, projects, courses).
14. To understand thoroughly and implement the national cultural policy.
15. To possess knowledge of the professional environment and library infrastructure; to understand interpersonal psychology principles.
16. To provide processing of traditional and electronic documents, development of resources, and retrieval of information, document storage and distribution.
17. To understand the principles of structuring of books and other printed sources of information into stock, structuring of data into databases, archiving of internet resources.
18. To have basic understanding of management of digital objects, development of multimedia digital collections.
19. To be able to visualize and present information.
20. To apply relevant industry laws, regulations, standards and other regulatory documents.
21. To provide printing and electronic services.
22. To implement innovative services.
23. To draw up operational and strategic planning documents for libraries and information institutions.
24. To draw up and implement projects.



Knowledge:
