Qualification Information

Learning outcomes are formulated in accordance with the relevant occupational standard: Occupational standards register



Competences:

1. KNOWLEDGE at the minimum level:
1.1. Lines of the operation of the single emergency telephone number “112” in the European Union regulations and directives;
1.2. legal basis of the operation of alarm sirens.
2. KNOWLEDGE at the level of understanding:
2.1. Laws and regulations binding upon the National Fire and Rescue Service;
2.2. aims and tasks of the single emergency telephone number "112” and its operation in Latvia;
2.3. civil protection system in Latvia;
2.4. predictable disasters and crisis management in the country;
2.5. communication organization;
2.6. technical equipment of the rescue works;
2.7. rescue works in the environment  unsuitable for breathing;
2.8. fire fighting vehicles, their technical support;
2.9. leading a conversation, making decisions;
2.10. professional psychology;
2.11. functions and tasks of other operational services;
2.12. list creation criteria of increased risk objects;
2.13. operation of the control panel of the alarm siren system;
2.14. professional terms in the official language and one foreign language;
2.15. professional communication;
2.16. environmental protection;
2.17. work protection;
2.18. legal employment relationship.
3. KNOWLEDGE at the user level:
3.1. Functions, tasks and rights of the National Fire and Rescue Service;
3.2. acceptance algorithms of  applications;
3.3. involvement of fire fighting equipment to the incidents;
3.4. information exchange with the head of rescue works, subordinate units and services involved;
3.5. involvement departments and municipal fire fighting equipment;
3.6. involvement of operational services;
3.7. involvement of state and municipal institutions;
3.8. cooperation with other operational services to process the calls of the single emergency telephone number “112”;
3.9. work with date bases and information systems of the National Fire and Rescue Service.
3.10. work with means of communication
3.11. The notifying procedure of the managment of the National Fire and Rescue Service;
3.12. computer control of the central alarm control panel

Skills:

1. To accept and assess applications on accidents, send the subordinate units of the National Fire and Rescue Service to the place of the incident.
2. To receive calls to the single emergency telephone number “112” and telephone number of the National Fire and Rescue Service “01”, determine the responsible service and in the case of necessity to forward the call on the basis of jurisdiction.
3. To maintain contact with the employees of firefighting and rescue works.
4. To maintain contact with officials of operational, emergency and other institutions involved in the incident.
5. To assess the received information, to involve other operational and emergency services, public and municipal institutions to the incident.
6. To carry out the resource accounting and updating of the National Fire and Rescue Service structural units.
7. To manage the data bases and information systems of the National Fire and Rescue Service, be able to work with them.
8. To be able to handle information and make decisions during increased stress conditions.
9. To provide information to the population in case of danger.
10. To register incidents in an information medium according to the requirements set in the legislation.
11. To be able to work with a computer (office software and internet browsers), other office equipment, means of communication and sound recording devices.
12. To work independently and within a team.
13. To follow the labour protection and environmental protection requirements.
14. To have a good command of the official language.
15. To use one foreign language at the communication level.
16. To use the professional terminology in the official language and in one foreign language.
17. To improve the professional knowledge and skills.
18. To maintain an appropriate level of physical fitness.
