Standing with Ukraine: How customs and tax policy contributes to the EU response

It is nearly one year since the start of Russia’s ruthless aggression in Ukraine, an event which called for a swift, determined and unified EU response.

DG TAXUD was heavily involved in this crisis response, identifying and implementing quick actions, and cooperating with colleagues in Ukraine every step of the way. Nearly 12 months and 10 sanction packages later, we sat down with colleagues from across DG TAXUD to understand their contribution to this work – what has been done, how this was achieved, and what this work means to them on a personal level.

Member States update EU list of non-cooperative jurisdictions for tax purposes

At their monthly meeting earlier in February, EU Finance ministers agreed on the latest update of the EU list of non-cooperative jurisdictions for tax purposes. Annex I of the EU list is now made up of 16 jurisdictions due to their lack of commitment to improve their tax good governance or due to the lack of progress in delivering on their previous commitments.

All excise duty transactions in the EU become fully electronic as of 13 February

Last week, an update of EU rules governing excise duties came into application which make the taxation of alcohol, tobacco and energy products fully paperless across the EU. The measure will support Member States in the fight against excise duty fraud – a problem which costs millions in budget contributions a year.

New agreements on closer cooperation with Moldova in the areas of customs and taxation

Earlier this month, the EU and Moldova signed two agreements which cement Moldova’s participation in the EU’s Customs and Fiscalis programmes - an important step in further strengthening operational cooperation in the areas of customs and taxation, and emblematic of the mutual commitment towards closer ties.

Next phase in new EU safety and security requirements at customs from 1 March

From 1 March 2023, the EU’s new customs safety and security requirements – aimed at better protecting the Single Market and EU citizens - will apply to all air carriers, freight forwarders, express couriers and postal operators. They will have to submit advance cargo information in the form of a complete entry summary declaration (ENS) under the new ICS2 system, before the goods arrive to the EU by air.
