Innovative Implementation of the Partnership Principle in EU Cohesion Policy

Normandie was selected. The call for expression of interest remains open in order to provide technical support to further proposals.

Following the extension of the call for expression of interest “Innovative Implementation of the Partnership Principle in EU Cohesion Policy”, the proposal from Normandie was selected.

The region of Normandie and Relais Culture Europe will test deliberative process to propose collective recommendations on how to sustain better the potential of cultural spaces. The results of the pilot will contribute to the mid-term evaluation of programme 2021-2027.

With this new pilot, a total number of ten pilots receive technical assistance by OECD experts on open governance, under phase 1 (i.e. 6 pilot projects) and phase 2 (i.e. 4 pilot projects).

State of play of pilot projects

  • Completed: Banská Bystrica (SK) tested a digital platform for citizen participation and decided for its comprehensive deployment for preparing, updating, implementing, monitoring and evaluating the Integrated Territorial Strategy of the Functional Urban Area of Banská Bystrica
  • On-going: Citizens’ Jury in GZM (PL) on design of rail transport and Students’ Assembly in the Appenino Reggiano (IT) on territorial strategy
  • Panel preparation: Citizens’ voting in Dambovita County (RO) on territorial strategy, citizens’ jury in Ramincu Valcea (RO) on urban mobility, citizens’ budgeting in Catalunya (ES) on cohesion policy priorities
  • Preparation: Citizens’ commission and feed-back mechanism in Cantabria (ES) in ITI, Civic monitoring in Lazio (IT) on urban strategies, testing of toolbox on participatory methodology in Brussels (BE) on 15 municipal projects.

In order to build on the positive momentum created by the pilots, the call for expression of interest to participate in a pilot action on “Innovative implementation of the partnership principle in EU cohesion policy (phase 2)” was extended today.

DG REGIO will assess expressions of interest on a continuous basis proposal to test deliberative processes by public authorities and civil society organisation but also to help public authorities to institutionalise deliberative mechanisms.
