The European Commission will roll out support to EU regions in advancing sustainability transitions in the European Union. This is part of the Cohesion for Transitions (C4T) Community of Practice bringing together relevant stakeholders engaged in the implementation of sustainability transitions with ERDF and CF funds.

C4T GROUNDWORK – technical assistance to regions working on sustainability
C4T GROUNDWORK was launched by the European Commission, DG REGIO, to support the implementation of sustainability transitions investments funded by ERDF and CF, under Policy Objective 2 (PO2) “A greener, low carbon transitioning towards a net zero carbon economy”.
C4T GROUNDWORK will provide eligible regions with tailored capacity building and advisory support covering several thematic areas supported under PO2, namely:
- energy efficiency
- renewable energy
- smart energy grids and storage
- adaptation to climate change and disaster resilience, in particular through the use of nature-based solutions
- sustainable water management
- circular economy and resource efficiency
- biodiversity and ecosystems
- reduction of all forms of pollution
C4T GROUNDWORK exclusively targets EU regions that are engaged in the implementation of PO2 investments in the thematic areas listed above. Recipients of advisory support may include managing authorities of ERDF and CF funds, as well as other authorities and stakeholders engaged in the implementation of sustainability transition measures with ERDF or CF funds.
The principle applied for the delivery of the technical advisory support to eligible regions is ownership and co-creation. The delivery of advisory support and capacity building to the eligible beneficiaries will be done by technical experts appointed by the European Commission and C4T Secretariat. Selected beneficiaries will be supported through a mix of activities that will be tailored to their needs (e.g., meetings, workshops, etc.).
Call for applications on energy and climate adaptation
A call for applications for C4T GROUNDWORK focusing on energy and climate adaptation is now open. Interested applicants are invited to apply through this EU survey by 14 June 2023 at 23:59 CET.
