Ireland and France will receive an additional €73 million under REACT-EU to support a sustainable recovery from the pandemic and help welcoming people fleeing Russia’s invasion of Ukraine.
REACT-EU: €73 million for Ireland and France to support the green transition and help people fleeing Russia’s invasion of Ukraine

In Ireland, the programme for employability, inclusion and learning under the European Social Fund (ESF) will receive an additional €53 million to support over 20,000 people fleeing the Russia’s invasion of Ukraine. The funds will go to several assistance measures, such as administrative registration and processing, access to public transportation and short- and medium-term accommodation.
In France, the region Île-de-France will receive an additional €20 million from the European Regional Development Fund (ERDF). The funds will be invested in new cycle paths of a total length of 64 km. This will encourage citizens to cycle which will lead to less traffic congestion in and around Paris and fewer greenhouse gas emissions. In addition, the region will use the REACT-EU resources to purchase tablets for students in every public high school in Île-de-France.
In 2021, REACT-EU had already allocated €40 billion to help Member States recover from the pandemic, invest in the digital and green transition, and as of 2022, to host and integrate people fleeing the war in Ukraine. The Commission has also paid €3.5 billion of pre-financing payments to Member States under REACT-EU since March 2022. The most recent comprehensive package ‘Flexible Assistance to Territories (FAST-CARE)' further extends the support to Member States by offering additional flexibility in Cohesion Policy funding while also increasing pre-financing payments by an additional €3.5 billion to be paid in 2022 and 2023. The final date of eligibility for REACT-EU expenditures is 31 December 2023.
