Support to Member States in their sustainability transitions

The Commission announced a new call for public authorities to pilot the Sustainability Transition Assessment Framework on the ground.

The call for expression of interest is open to all public authorities involved in the programming and/or management of the 2021-2027 programmes co-financed by the ERDF and/or the Cohesion Fund. Selected national authorities will participate in piloting the “Sustainability Transition Assessment Framework”, which is a diagnostic framework developed by the World Bank. It offers a tool to Member States to assess and contribute to the improvement of their capacity to support sustainability transitions. While its immediate goal is to enhance the effectiveness of cohesion policy resources during the 2021-2027 period, the framework also allows Member States to identify capacity gaps in the design and implementation of their own policies and investments oriented towards sustainability transitions. The focus of “Sustainability Transition Assessment Framework” is not on examining sustainability performance, but on assessing governmental capacity for sustainability transitions, which does not yet benefit from a consistent approach.

During the exercise, experts from the World Bank will work together with their counterparts in national/regional authorities to assess attributes of government capacity (leadership, strategy and legal framework, coordination mechanisms, policy instruments, accountability) in selected energy, environmental and climate sectors.

The assessment results will contribute to the development of improvement plans and the formulation and Prioritization of improvement actions.

Participating authorities will benefit from a comprehensive state-of-the-art assessment of government capacity in up to 11 sectors and six cross-cutting areas, and will obtain a holistic improvement plan for strengthening the government’s capacity.

The call is open until 8 July 2022.
