We are pleased to share with you the 7th Newsletter of the EU Regional Trust Fund in Response to the Syrian Crisis (EUTF), bringing you updates on the progress and impact of our projects. 

This edition will introduce you to Syrians, Jordanians, Lebanese, and Iraqis whose lives have been positively impacted by the Trust Fund’s actions. We are in particular following the current situation in Lebanon, where the EU Trust Fund supports vulnerable Lebanese in key sectors such as access to health, education, and livelihood opportunities. 

We use the opportunity of this newsletter to announce the extension of the Trust Fund by one year. Both the European Parliament and the Council expressed their positive opinion. This extension will allow for programmes and projects to be implemented until the end of 2023. By now, the Trust Fund has contracted over 77 projects for more than €1.4 billion, of the €1.6 billion adopted by the Trust Fund Board. To date, the Trust Fund has mobilised €1.8 billion and is expected to reach a volume of around €2 billion by the end of 2020, double of the €1 billion goal set by the European Council in 2015.

Lessons Learnt Event

On 13 September, the EU Trust Fund and some 180 participants met to discuss and exchange on achievements made in the implementation of the EUTF portfolio. They identified lessons learnt, good practices and challenges with a view to better shape future responses.

The event contributed to the overall follow up initiatives to the Brussels III Conference on the future of Syria and the region, ahead of United Nations General Assembly (UNGA) 74. Recommendations will also feed the EU’s contribution to the first Global Refugee Forum in December 2019.

Participants took stock of the EU Trust Fund results as an innovative crisis instrument for the EU, bridging the humanitarian and development nexus, and with concrete impact on the ground.

Key challenges of crisis interventions and aid delivery were identified, such as close coordination between all stakeholders ensured from the outset as well as political commitment of local and national authorities to ensure ownership and long-term sustainability.

European Film Festival

The EU Trust Fund displayed its photo exhibition and short documentaries on the life of beneficiaries of EU support at the European Film Festival in Amman, Jordan, in September.

The exhibition tells intimate stories of courage and determination of Syrians, Iraqis, Lebanese and Jordanians whose lives have been irrevocably changed by Syrian conflict. It humanises the conflict as it sheds light on real people and lives behind the large numbers; and how EU support has helped them as an enabler of empowerment and self-reliance.

“We are very tired of looking at photos that make us sad,” said one visitor. "I am glad the photos displayed here give us hope. They will stay on our minds for a long time.” In parallel, the itinerary exhibition was hosted at the European Union’s Delegation to the United Nations in New York for UNGA 74.

UNGA 74

On 24 September 2019, Maciej Popowski, Deputy Director-General for Neighbourhood and Enlargement Negotiations, and Charlotte Petri Gornitzka, UNICEF Deputy Executive Director, launched together ‘The Book of Dreams’, a joint EU-UNICEF book, in the margins of the 74th United Nations General Assembly (UNGA).

The illustrated storybook tells the stories of Syrian children living as refugees in Jordan, Turkey and Lebanon, and are supported by the European Union, through the EUTF. The book addresses young audiences across the world and highlights the resilience of children in the face of war, as well as their strong will to contribute to creative solutions and social cohesion, critical to building back Syria. Young readers in Europe will learn about the courage and determination of their Syrian peers and that they share similar dreams and aspirations. In the Middle East and North Africa region the book will highlight the continued commitment of the EU and UNICEF to young generations.

Iraq
Protection

Henna, a 28-year-old Yezidi-Kurdish, is the head of a mine and explosive action team, Team 108, in charge of clearing unexploded devices left behind by Daesh in the area surrounding Sinjar, north of Mosul, Iraq. Team 108’s job is of fundamental importance: people’s lives are at risk every day as undetonated mines are not easy to identify for non-experts. Thanks to the Mining Advisory Group (MAG) and the financial support of the EU through the Trust Fund, Henna and her team of experts are rebuilding the future of this region. Health

Wassim, his wife Noor and child are from Baachiqa and belong to the Yezidi minority. When Daesh arrived in 2014, they had to flee their home and seek refuge in Kurdistan. They were only able to return 3 years later, after Baachiqa was liberated, and found their home in ruins. When Wassim’s child fell ill, the closest hospital which could provide the healthcare needed, was Heevi hospital in Dohuk, 150km away. With the support of the EU Trust Fund, Italian NGO AISPO led the hospital’s renovations, equipped it with state-of-the-art machines and provided staff with training. Jordan
Livelihood

After a 3-month crochet course provided by the Red Crescent with the financial support of the EU, via the EU Trust Fund, Sarah, from Homs, Syria, decided to make a living with her creations to sustain her ten children. She learnt new patterns to make her products more marketable. After successfully presenting the products to a retail store, the demand increased so much that she taught her neighbours how to crochet. Higher education

Syrian refugee Mohammed fled his home in Deraa, Syria, in 2013. He now lives in Zaatari camp. Being the first university graduate from the camp, Mohammad has successfully defended his Master thesis in March 2018. Thanks to the HOPES scholarship programme, funded by the EU, via the EU Trust Fund, 55,000 students like Mohammad receive support to continue their high education in his story.

Lebanon
Water and sanitation

Maher, 49, is from Homs, Syria. With his wife and five children they left Syria when their house was destroyed and fled to Lebanon. Where they live now, water is very scarce. Maher’s family used to spend 100 USD a month. With the new rain collection system recently installed by the WAAD project with the support of the EU, via the EU Trust Fund, is improving the living conditions of Syrian and local communities in Lebanon, through greater access to water, sanitation and disease-free environments. Protection

Mohammad, father of a one-and-a-half-year-old boy and a seven-year-old girl, is from Lebanon and lives in Khyara where he works and tries to provide sustenance to his family and three sisters. Mohammad and his family are recipients of the rechargeable e-card issued by the World Food Programme (WFP) with the financial support of the EU, via the EU Trust Fund. It enables them to purchase essential household products, like rice, tea and much more.Click on More to see their story.

EUTF in brief
What is the EUTF?

Almost five years after its creation, and with more than EUR 1.6 billion of approved projects, the EU Trust Fund has already proven its added value beyond its economy of scale and the pooling of contributions from 22 EU Member States donors, and Turkey, as well as different EU financing instruments. It also offers a reinforced approach in Europe's response to the Syrian crisis, improving coordination and coherence, and addresssing longer-term needs of both refugees and local communities.

To date, the EU Trust Fund provides support to around 3 million Syrian refugees and local communities in Turkey, Lebanon, Jordan, Iraq, the Western Balkans, and Armenia. Providing access to education, livelihoods and socio-economic opportunities, health care, water and hygiene as well as opportunities for sustainable income generation are at the heart of the Trust Fund mandate. The EU Trust Fund has a particular focus on women and girls.
